(9) In cases where Community or Member State regulatory actions do not qualify for notification because they do not meet the criteria, information about the actions should nevertheless be conveyed to the Convention Secretariat and other Parties to the Convention in the interests of information exchange.

(14) In accordance with the Convention, information on transit movements of chemicals subject to the international PIC procedure should be provided to Parties to the Convention requesting such information.

(17) Informationsutbyte, delat ansvar och samarbete mellan gemenskapen och dess medlemsstater och tredje länder bör främjas i syfte att säkerställa en sund kemikaliehantering, även om tredje länder inte är konventionsparter. Särskilt bör tekniskt bistånd till utvecklingsländerna och länder med övergångsekonomi ges direkt av kommissionen och medlemsstaterna, eller indirekt via stöd till projekt som drivs av icke-statliga organisationer. Detta gäller särskilt bistånd avsett att göra det lättare för länderna att genomföra konventionen.

(17) Information exchange, shared responsibility and cooperative efforts between the Community and its Member States and third countries should be promoted with a view to ensuring sound management of chemicals, whether or not those third countries are Parties to the Convention. In particular, technical assistance to developing countries and countries with economies in transition should be provided directly by the Commission and the Member States, or indirectly via support for projects by non-governmental organisations (NGOs), especially assistance seeking to enable those countries to implement the Convention.

(5) När det gäller gemenskapens deltagande i konventionen är det av högsta vikt att gemenskapens kontakter med sekretariatet, konventionsparterna och andra länder sker genom en och samma kontaktpunkt. Kommissionen bör vara denna kontaktpunkt.

(5) As regards the participation of the Community in the Convention, it is essential to have a single contact point for Community interaction with the Secretariat and other Parties to the Convention as well as with other countries. The Commission should act as this contact point.

When a chemical listed in Part 3 of Annex I is transported through the territory of a Party to the Convention listed in Annex VI, the exporter shall, as far as practicable, provide the designated national authority of the Member State in which he is established with the information required by the Party to the Convention in accordance with Annex VI no later than 30 days before the first transit takes place and no later than eight days before each subsequent transit movement.

2.2 En konvention (Unidroit) som innebär en enhetlig lagstiftning om formen för ett internationellt testamente ingicks i Washington den 26 oktober 1973 och trädde i kraft den 9 februari 1978. Konventionsparterna är Belgien, Cypern, (Tjeckoslovakien), Frankrike, (Heliga stolen), Italien, Storbritannien, Slovenien och flera tredje länder som USA och Ryska federationen. Konventionen föreskriver ett internationellt registreringssystem och ett enhetligt formulär för detta.

2.2 A UNIDROIT Convention providing a Uniform Law on the Form of an International Will was concluded in Washington on 26 October 1973 and came into force on 9 February 1978. The EU Member States parties to the Convention are Belgium, Cyprus, (Czechoslovakia), France, (The Holy See), Italy, the United Kingdom, Slovenia, and several non-EU countries including the United States and the Russian Federation. This convention provides for an international system of registration and a standard form for accomplishing this.

I många fall beror förseningarna på att kontaktuppgifterna för de importerande ländernas utsedda nationella myndigheter är felaktiga. In many cases, the delay in obtaining responses to requests is caused by incorrect contact details for importing country DNAs. At the CoP, the Commission has consistently urged Parties to ensure that such information is kept up to date and encouraged the Convention secretariat to provide assistance to Parties to make import responses for chemicals subject to the PIC procedure.

5. Bestämmelserna i punkterna 1, 2, 3 c, 3 d och 4 skall även tillämpas i samband med beslut om godkännande av tillstånd och intyg som utfärdats av tredje land för exemplar som skall föras in i gemenskapen. När dessa handlingar avser exemplar som omfattas av frivilligt fastlagda exportkvoter eller exportkvoter tilldelade av konferensen för konventionsparterna, skall de godkännas endast om de innehåller uppgift om det totala antalet exemplar som redan har exporterats under innevarande år, innefattande det antal som tillståndet i fråga gäller, samt kvoten för de ifrågavarande arterna. 5. The provisions of paragraphs 1, 2, 3(c) and (d) and 4 shall also be applied in the context of decisions on the acceptability of permits and certificates issued by third countries for specimens to be introduced into the Community. Where such documents concern specimens subject to voluntarily fixed export quotas or export quotas allocated by the Conference of the Parties to the Convention, they shall only be accepted if they mention the total number of specimens already exported in the current year, including those covered by the permit in question, and the quota for the species concerned. Re-export certificates issued by third countries shall further only be accepted if they specify the country of origin and the number and date of issue of the relevant export permit and, where applicable, the country of last re-export and the number and date of issue of the relevant re-export certificate, or contain a satisfactory justification for the omission of such information.
