unbeschadet der anwendung von artikel 2 absatz 4 der verordnung (eg) nr. 1251/1999 und jeder späteren anhebung des in artikel 4 absatz 3 der verordnung (eg) nr. 1251/1999 festgesetzten grundbetrags wird den erzeugern, die sich verpflichten, dieselben parzellen während des in absatz 1 genannten zeitraums stillzulegen, für diesen zeitraum die flächenzahlung nach maßgabe des grundbetrags und der im regionalisierungsplan ausgewiesenen erträge gewährt, die zum verpflichtungszeitpunkt gelten.
