is he aware that this decision is opposed not only by local assembly members and local members of parliament but by two members of his cabinet ? therefore , does he not agree that this presents an ideal opportunity to show sceptics of the assembly -- and i count myself as one -- that it has a useful and dynamic role to play by calling these quangos to account ? does he not think that the best way forward would be to ask the arts council of wales to delay this outrageous and high-handed decision until the democratically elected members of this chamber have had a proper chance to debate it ?
