whereas, furthermore, the population covered by this priority objective taken over the Community as a whole, for guidance, should constitute about 10% of the population of the Community in the case of the industrial areas, 5% in the case of the rural areas, 2% in the case of the urban areas and 1% in the case of the fisheries areas;

b) säilitada ja luua töökohti kalanduspiirkondades, toetades selleks kalandussektoris toimunud muudatuste tõttu sotsiaal-majanduslikesse raskustesse sattunud piirkondades pakutavate võimaluste mitmekesistamist või majanduslikku ja sotsiaalset ümberstruktureerimist;

(b) maintain and develop jobs in fisheries areas through support for diversification or the economic and social restructuring of areas facing socio-economic difficulties as a result of changes in the fisheries sector;

selleks et vältida tegeliku kogu püügikoormuse suurenemist kõnesolevates kalanduspiirkondades, tuleb liikmesriikide poolt esitatud teabe alusel ja eespool nimetatud määruses sätestatud põhimõtete kohaselt iga liikmesriigi ja kalanduspiirkonna puhul kindlaks määrata kõnesoleva määruse artikli 3 lõikes 1 määratletud maksimaalne püügikoormus;

Whereas, on the basis of the information submitted by the Member States and in accordance with the criteria laid down in the abovementioned Regulation, the maximum fishing effort for each Member State and for each fishery as defined in Article 3 (1) of the said Regulation must be fixed to prevent any increase in the current total fishing effort in the areas in question;

(15) tagamaks, et fondide tegevused toimuksid ühenduse tasandil, tuleb tööstussektoris sotsiaalmajanduslikke muudatusi kogevate alade ning taandarenguga maapiirkondade määramisel võimaluse korral lähtuda ühenduse tasandil määratletud objektiivsetest näitajatest; käesoleva esmatähtsa eesmärgi sihtrahvastik peaks kogu ühenduses suunavalt moodustama tööstuspiirkondades umbes 10%, maapiirkondades 5%, linnapiirkondades 2% ja kalanduspiirkondades 1% ühenduse rahvastikust; tagamaks, et iga liikmesriik osaleb üldises keskendamispüüdes õiglasel määral, tohib käesolevas määruses sätestatud eesmärgi 2 sihtrahvastik 2006. aastaks väheneda kõige rohkem ühe kolmandiku võrra, võrreldes määruses (EMÜ) nr 2052/88 sätestatud eesmärkide 2 ja 5b sihtrahvastikuga 1999. aastal;

(15) Whereas, to ensure the Community nature of the operations of the Funds, the areas undergoing socio-economic change in the industrial sector and the declining rural areas should, as far as possible, be designated on the basis of objective indicators defined at Community level; whereas, furthermore, the population covered by this priority objective taken over the Community as a whole, for guidance, should constitute about 10% of the population of the Community in the case of the industrial areas, 5% in the case of the rural areas, 2% in the case of the urban areas and 1% in the case of the fisheries areas; whereas, in order to ensure that each Member State makes a fair contribution to the overall effort towards concentration, the maximum possible reduction in population covered by Obejctive 2 in 2006, set out in this Regulation, must not exceed one third compared to the coverage under Objectives 2 and 5b in 1999, set out in Regulation (EEC) No 2052/88;
