Prior to that, he was former Deputy Minister for Policy of the Ministry of National Defence of the Republic of Korea (ROK) from October 2001 to April 2004. Dr. Cha retired from the Korean military as a Lieutenant General. He is currently serving as the Executive Director for the Korea America Association (KAA).
