44. The Community actions of the European Refugee Fund (ERF) can cover the costs of projects setting up asylum expert teams as outlined in this Communication. From January 2008, with the ERF III, the possibility of deploying such expert teams due to an unforeseen emergency situation will be increased.

On 22 May 2006, a collective statement of support of the initiative of the European Commission to propose this Directive has been co-signed and publicly released by nine European stakeholder organisations: FIA, ERF, ASECAP, ACEM, IRU, FEMA, EAPA, EUROBITUME and CORTE. These organisations, representing different categories of involved parties, whose interests are often opposite and contradictory, unanimously welcome the initiative and call for the swift release of a Directive offering Member States a toolkit of safety management procedures.

Deviņas Eiropas ieinteresētās organizācijas (FIA, ERF, ASECAP, ACEM, IRU, FEMA, EAPA, EUROBITUME un CORTE) 2006. gada 22. maijā kopīgi parakstīja un publiskoja kopīgu paziņojumu par atbalstu Eiropas Komisijas iniciatīvai par priekšlikumu šai direktīvai. Šīs organizācijas, kas pārstāv dažādas ieinteresēto personu kategorijas ar bieži pretējām un pretrunīgām interesēm, vienprātīgi atzinīgi novērtēja iniciatīvu un aicināja nekavējoties publicēt direktīvu, kas piedāvātu dalībvalstīm instrumentu kopumu drošības pārvaldības procedūrām.

45. Also in the ERF III, a mechanism will be provided allowing Member States facing particular pressure situations to have rapid and easy access to emergency financial assistance from the Fund. This could increase their ability to provide adequate reception conditions and to conduct fair and efficient asylum procedures in compliance with the norms and standards set out by Community law. Activities such as those that the asylum expert teams will be called to perform fall within the scope of the actions eligible for such financial support.

45. Arī EBF III tiks paredzēts mehānisms, kas ļaus ātri un netraucēti saņemt fonda finansiālo palīdzību ārkārtas situācijās tām dalībvalstīm, kas atrodas īpaši grūtās situācijās. Tas varētu uzlabot dalībvalstu iespējas nodrošināt atbilstīgus apstākļus bēgļu uzņemšanai un īstenot godīgas un efektīvas patvēruma procedūras saskaņā ar Kopienas tiesību aktos noteiktajām normām un standartiem. Tādi pasākumi kā patvēruma ekspertu grupu pakalpojumu izmantošana, ietilpst to pasākumu darbības jomā, kas tiesīgi saņemt šādu finansiālo palīdzību.

24. The first wave of practical cooperation will encourage Member States to present projects in concert with other like-minded Member States or as an individual venture to the benefit of the 25, which will contribute to the achievement of the Hague objectives. The support and sustainability of the programme of activities put forward in this Communication needs to be assured. However it is clear that existing financial opportunities, through the ARGO Programme and the Community Actions of the ERF do not provide the flexibility or increased funding needed to complete the ambitious mandate set in the Hague Programme. The Commission therefore intend to make proposals to amend the ERF and the ARGO Programme to ensure that delivery of the Hague priorities can be supported. The main elements of the proposals for amendment, to be brought forward early in 2006, are summarised below:

24. Saistībā ar pirmajiem praktiskās sadarbības pasākumiem dalībvalstis tiks aicinātas kopā ar citām dalībvalstīm, kurām ir līdzīgi uzskati, vai kā savus ierosinājumus visām 25 dalībvalstīm iesniegt projektus, kas dos ieguldījumu Hāgas programmas mērķu sasniegšanā. Ir svarīgi nodrošināt atbalstu šajā paziņojumā ierosināto pasākumu programmai un tās ilgtspējīgu darbību. Tomēr ir skaidrs, ka esošās finansiālās iespējas, ko sniedz ARGO programma un EBF Kopienas pasākumi, nenodrošina elastīgumu un lielākus līdzekļus, kas vajadzīgi Hāgas programmas augsto mērķu sasniegšanai. Tāpēc Komisija vēlas iesniegt priekšlikumus par EBF un ARGO programmas grozījumiem, lai nodrošinātu atbalstu Hāgas programmas mērķu sasniegšanai. Priekšlikumi grozījumiem tiks iesniegti 2006. gada sākumā un tos var apkopot šādi:
