Because fresh MOX fuel contains unirradiated plutonium, which is perfectly suitable for a crude nuclear weapon, and this issue was rated ten years ago as a high priority in an IAEA implementation report, I am somewhat concerned that we still fail to see a resolution of it.

(b) payment for the spent fuel services will be payable in relation to the time of loading the unirradiated fuel to BE’s reactors, rather than at any later stage (for example, on delivery of the spent fuel to BNFL) and will be based on a loading plan with an annual reconciliation;

(c) the base price for spent fuel will be GBP 150000 per tonne of uranium, payable on loading of the unirradiated fuel, at 2003 prices. Thereafter it will be indexed to RPI. In each year an upwards or downwards adjustment will also be made according to a formula based on the amount of electricity generated by the AGR power stations and the value of baseload electricity in England and Wales, thereby offering BE protection from fluctuations in the price of electricity. The base price for spent fuel management approximates to GBP 0,6/MWh, before the upwards or downwards adjustment.

c) el precio de base para el combustible agotado será de 150000 GBP por tonelada de uranio, pagadero al cargarse el combustible no irradiado, a precios de 2003 y posteriormente se actualizará de acuerdo con el RPI. Anualmente se procederá también a un ajuste al alza o a la baja según una fórmula basada en la cantidad de electricidad generada por las centrales RAG y el valor de la electricidad en Inglaterra y el País de Gales, ofreciendo así a BE una protección contra las fluctuaciones del precio de la electricidad. El precio de base para la gestión del combustible agotado es de unas 0,6 GBP/MWh, antes del ajuste.
