La Commission propose d'ajouter à la liste des projets le réseau gazier d'Europe du nord (Nordic Gas Grid) , auquel le Parlement européen a apporté son soutien le printemps dernier.

The Commission proposes adding to the list of projects the Nordic Gas Grid, to which Parliament gave its support in the spring.

(188) National Grid Transco fait valoir que la marge de capacité actuelle en Angleterre et au pays de Galles est plus faible que prévu au départ et ne peut être considérée comme une surcapacité structurelle. National Grid Transco mentionne une marge de sécurité de 20% comme niveau au-delà duquel on peut considérer qu'il existe une surcapacité. National Grid Transco prévoit que la marge de sécurité sera inférieure à 20% au moins jusqu'en 2006, dans un scénario optimiste. Les scénarios pessimistes font état d'une marge inférieure à 20% en permanence, qui tomberait même à 8,5% en 2009. National Grid Transco conclut que si une fermeture de centrale devait être demandée en tant que mesure compensatoire, elle devrait être communiquée aux marchés longtemps à l'avance (trois à quatre ans) pour leur permettre de la compenser.

(188) National Grid Transco submits that the present capacity margin in England and Wales is smaller than originally foreseen, and cannot be considered as structural overcapacity. National Grid Transco refers to 20% security margin as the level above which one may consider there to be overcapacity. National Grid Transco foresees that the security margin will be below 20% until at least 2006, in an optimistic scenario. Pessimistic scenarios would see security always below 20%, even declining to 8,5% in 2009. National Grid Transco concludes that if any plant closure was to be requested as a compensatory measure, it would need to be communicated to the markets well in advance (three to four years) in order to allow the market to compensate for it.
