Overwegende dat de verontreiniging ten gevolge van de rechtstreekse lozing van HCH grotendeels veroorzaakt wordt door bedrijven die deze stof produceren en bewerken of ook wel ter plaatse formuleren; dat grenswaarden voor deze bedrijfstak moeten worden vast-gesteld, alsmede kwaliteitsdoelstellingen voor het aquatisch milieu waarin het HCH door deze bedrijven wordt geloosd;

Whereas, since the pollution caused by direct discharges of HCH into water is caused, to a large extent, by the establishments which produce, treat and, as a subordinate activity, formulate it on the same site, limit values should be set for discharges from such establishments and quality objectives laid down for the aquatic environment into which HCH is discharged by such establishments;

(9) Wat aldrin, dieldrin, chloordaan, DDT, endrin, heptachloor, hexachloorbenzeen en hexachloorcyclohexaan (HCH) betreft, moet de term "vetten" worden vervangen door de termen "vetten en oliën" om duidelijk aan te geven dat het gaat om alle vetten en oliën, met inbegrip van dierlijke vetten, plantaardige oliën en visolie.

(9) As regards aldrin, dieldrin, chlordane, DDT, endrin, heptachlor, hexachlorobenzene and hexachlorocyclohexanes (HCH), the term "fats" should be replaced by the terms "fats and oils" to indicate clearly that all fats and oils, including animal fat, vegetable oils, fish oil, are covered.

(10) Derhalve dienen de in PIC-circulaire V gepubliceerde eerdere invoerbesluiten voor de chemische stoffen aldrin, chloordaan, chloordimeform, DDT, dieldrin, dinoseb en de zouten en esters daarvan, EDB (1,2-dibroomethaan), fluoraceetamide, HCH (mengsel van isomeren), heptachloor en polychloorbifenylen (PCB’s) te worden vervangen.

(10) Accordingly the previous import decisions published in PIC Circular V for the chemicals aldrin, chlordane, chlordimeform, DDT, dieldrin, dinoseb and its salts and esters, EDB (1,2-dibromoethane), fluoroacetamide, HCH (mixed isomers), heptachlor and polychlorinated biphenyls (PCBs) should be replaced.

Overwegende dat ook de invloed van andere rechtstreekse industriële bronnen van verontreiniging door HCH groot is en dat de Lid-Staten derhalve, wat deze lozingen betreft waarvoor technisch geen grenswaarden voor de emissie kunnen worden vastgesteld op communautair niveau, op autonome wijze emissienormen dienen vast te stellen met inachtneming van de beste beschikbare technische middelen;

Whereas the impact of other direct industrial sources of HCH pollution is also important; whereas, in the case of such discharges for which it is not possible, for technical reasons, to lay down limit emission values at Community level, Member States should independently fix emission standards taking into account the best technical means available;
