(21) This argument relates to the issue whether the PBS and the DEPB can be considered as drawback schemes or substitution drawback schemes. Since it was established that the PBS and the DEPB are not drawback or substitution drawback schemes in the sense of Annexes Il and III to the Basic Regulation no further examination needs to be carried out. Even if the PBS and DEPB were to meet the criteria of Annexes Il and IlI, it should be concluded that no reasonable verification system exists. The input/output norms are a list of possible items that can be consumed in the production process and in what amounts. However, the input/output norms are not a verification system in the sense of paragraph 5 of Annex Il to the Basic Regulation. These norms do not provide for a verification of the inputs that are actually consumed in the production process and do not provide for a verification system whether these inputs were effectively imported.

(21) Esta alegación se plantea si el PBS y el DEPB pueden considerarse como sistemas de devolución o sistemas de devolución en casos de sustitución. Puesto que se ha comprobado que el PBS y el DEPB no son sistemas de devolución o devolución en casos de sustitución a efectos de los anexos II y III del Reglamento de base, no hace falta llevar a cabo ningún examen ulterior. Aunque el PBS y el DEPB cumplieran los criterios de los anexos II y III, debería llegarse a la conclusión de que no existe ningún sistema razonable de verificación. Las "normas de input-output" incluyen una lista en la que se señalan los insumos que pueden consumirse en el proceso de producción y en qué cuantía. (13) However, Article 2(1)(a)(ii) of the Basic Regulation provides for an exception to this general rule for, inter alia, drawback and substitution drawback schemes which conform to the strict rules laid down in Annexes I(i), II (definition and rules for drawback) and IlI (definition and rules for substitution drawback) to the Basic Regulation.

(13) Sin embargo, el inciso ii) de la letra a) del apartado 1 del artículo 2 del Reglamento de base establece una excepción a esta regla general para, entre otros, los sistemas de devolución y devolución en caso de sustitución que se ajustan a las estrictas normas fijadas en la letra i) del anexo I, e los anexos I, II (Definición y normas para la devolución) y III (Definición y normas para la devolución en casos de sustitución) del Reglamento de base.

At the heart of the matter are the following questions: how can cooperation with the OSCE be most intelligently structured, how can the Russian troop withdrawal be organised, what is the best solution to the problem of dissolving the arms and ammunition depots, what can be done to guarantee fair treatment for the political prisoners, especially Mr Ilie Ilascu and those imprisoned with him, what kinds of peaceful cooperation can be developed between Moldova and the Trans-Dniestrian region, particularly in the economic and social domains, and what financial support can we give to help resolve these issues?

De lo que se trata en esencia es de cómo formular inteligentemente la cooperación con la OSCE, cómo organizar la retirada de las tropas rusas, qué solución hallar para eliminar el arsenal de armas, qué trato justo dispensar a los prisioneros políticos, muy especialmente a las tropas de Ilie Ilascu, qué cooperación pacífica entre Moldavia y la región de Transdniestria establecer, especialmente en el ámbito económico y social, y qué apoyo financiero prestar.
