CONSIDERANT QU'IL EST ESSENTIEL D'APPROFONDIR LES CONNAISSANCES SUR L'ECOSYSTEME MARIN ANTARCTIQUE ET SES COMPOSANTS AFIN DE PERMETTRE UNE PRISE DE DECISION CONCERNANT LA CAPTURE FONDEE SUR DES INFORMATIONS SCIENTIFIQUES PERTINENTES;

CONSIDERING that it is essential to increase knowledge of the Antarctic marine ecosystem and its components so as to be able to base decisions on harvesting on sound scientific information;

1. LA PRESENTE CONVENTION S'APPLIQUE AUX RESSOURCES MARINES VIVANTES DE LA ZONE SITUEE AU SUD DU SOIXANTIEME DEGRE DE LATITUDE SUD ET AUX RESSOURCES MARINES VIVANTES DE LA ZONE COMPRISE ENTRE CETTE LATITUDE ET LA CONVERGENCE ANTARCTIQUE QUI FONT PARTIE DE L'ECOSYSTEME MARIN ANTARCTIQUE.

1. This Convention applies to the Antarctic marine living resources of the area south of 60º South latitude and to the Antarctic marine living resources of the area between that latitude and the Antarctic Convergence which form part of the Antarctic marine ecosystem.

THE CONTRACTING PARTIES,RECOGNIZING the importance of safeguarding the environment and protecting the integrity of the ecosystem of the seas surrounding Antarctica;

Le Millennium Ecosystem Assessment arrive à la conclusion qu'un effort sans précédent est nécessaire afin d'atteindre l'objectif 2010 d'une réduction significative du taux de perte de biodiversité à tous les niveaux.

If we do not pay attention to the links between economic development and biodiversity, we will also put at risk the achievement of the Millennium Development Goals.

Le Millennium Ecosystem Assessment a mis en évidence la nécessité d'adopter des mesures drastiques si nous voulons empêcher la perte irréparable des services de l'écosystème dont dépend l'être humain.

3. L'EXPRESSION " ECOSYSTEME MARIN ANTARCTIQUE " DESIGNE L'ENSEMBLE DES RAPPORTS DE CES RESSOURCES MARINES VIVANTES DE L'ANTARCTIQUE ENTRE ELLES ET AVEC LEUR MILIEU PHYSIQUE.

3. The Antarctic marine ecosystem means the complex of relationships of Antarctic marine living resources with each other and with their physical environment.

La recherche dans les domaines de l'activité économique en ligne ("e-business") et de l'administration en ligne ("e-government") sera centrée sur la fourniture aux organisations européennes privées ou publiques, et notamment aux PME, de systèmes et de services interopérables leur permettant d'améliorer leurs capacités d'innovation, de créer de la valeur ajoutée et d'être compétitives dans l'économie de la connaissance, et sur le soutien à de nouveaux écosystèmes économiques ("business ecosystems").

Research in e-business and e-government will focus on providing European organisations, private and public, and especially SMEs, with interoperable systems and services to enhance innovation capacities, value creation and competitive performance in the knowledge economy and on supporting new business environments ("business ecosystems").

C) PREVENIR LES MODIFICATIONS OU MINIMISER LES RISQUES DE MODIFICATIONS DE L'ECOSYSTEME MARIN QUI NE SERAIENT PAS POTENTIELLEMENT REVERSIBLES EN DEUX OU TROIS DECENNIES, COMPTE TENU DE L'ETAT DES CONNAISSANCES DISPONIBLES EN CE QUI CONCERNE LES REPERCUSSIONS DIRECTES OU INDIRECTES DE L'EXPLOITATION, DE L'EFFET DE L'INTRODUCTION D'ESPECES EXOGENES, DES EFFETS DES ACTIVITES CONNEXES SUR L'ECOSYSTEME MARIN ET DE CEUX DES MODIFICATIONS DU MILIEU, AFIN DE PERMETTRE UNE CONSERVATION CONTINUE DES RESSOURCES MARINES VIVANTES DE L'ANTARCTIQUE.

(c) prevention of changes or minimization of the risk of changes in the marine ecosystem which are not potentially reversible over two or three decades, taking into account the state of available knowledge of the direct and indirect impact of harvesting, the effect of the introduction of alien species, the effects of associated activities on the marine ecosystem and of the effects of environmental changes, with the aim of making possible the sustained conservation of Antarctic marine living resources.

LE COMITE SCIENTIFIQUE EST UN ORGANE DE CONSULTATION ET DE COOPERATION POUR LA COLLECTE, L'ETUDE ET L'ECHANGE D'INFORMATIONS SUR LES RESSOURCES MARINES VIVANTES AUXQUELLES LA PRESENTE CONVENTION S'APPLIQUE. IL ENCOURAGE ET FAVORISE LA COOPERATION DANS LE DOMAINE DE LA RECHERCHE SCIENTIFIQUE AFIN D'ETENDRE LES CONNAISSANCES SUR LES RESSOURCES MARINES VIVANTES DE L'ECOSYSTEME MARIN DE L'ANTARCTIQUE.

1. The Scientific Committee shall provide a forum for consultation and cooperation concerning the collection, study and exchange of information with respect to the marine living resources to which this Convention applies. It shall encourage and promote cooperation in the field of scientific research in order to extend knowledge of the marine living resources of the Antarctic marine ecosystem.

(i) the taking of such other conservation measures as the Commission considers necessary for the fulfilment of the objective of this Convention, including measures concerning the effects of harvesting and associated activities on components of the marine ecosystem other than the harvested populations.

1. The function of the Commission shall be to give effect to the objective and principles set out in Article II of this Convention. To this end, it shall: (a) facilitate research into and comprehensive studies of Antarctic marine living resources and of the Antarctic marine ecosystem;

It shall encourage and promote cooperation in the field of scientific research in order to extend knowledge of the marine living resources of the Antarctic marine ecosystem.
