Le PECA prévoit l’extension de certains avantages découlant du marché intérieur aux secteurs déjà alignés. Il facilite ainsi l’accès au marché en éliminant les obstacles techniques au commerce des produits industriels. À cet effet, le PECA comporte deux mécanismes:

Le projet de PECA respecte les principes généraux énoncés au paragraphe 49 de la communication de la Commission sur la politique commerciale extérieure dans le domaine des normes et de l'évaluation de la conformité[1]. Le PECA est un régime provisoire qui prendra fin au moment de l'adhésion du pays candidat.

The draft PECA follows the general principles laid down in the Commission's communication on Community External Trade Policy in the field of standards and conformity assessment[1] under its paragraph 49. The PECA is a transitional arrangement, and thus will terminate with the candidate country’s accession.

La seconde décision proposée concerne l'adoption du PECA. À cet égard, sur le modèle de ses décisions antérieures relatives à la conclusion de PECA et d'accords de reconnaissance mutuelle, le Conseil devrait instaurer une procédure communautaire appropriée pour la mise en œuvre et la gestion du protocole.

The proposal for a second decision is concerned with the adoption of the PECA. In this context, the Council should, in line with the previous Council decisions on the conclusion of PECAs and mutual recognition agreements, establish the appropriate Community procedure for the implementation and management of the Protocol.

De son côté, La Roumanie trouvera avantage dans le fait que le PECA facilitera l'accès au marché communautaire et constituera la reconnaissance politique de l'alignement de sa législation. La Roumanie considère le PECA comme un moyen de nouer des relations industrielles plus étroites avec l'UE et d'intégrer entièrement certains secteurs au marché intérieur avant son adhésion.

In terms of the benefits to Romania, the PECA will facilitate access to the Community market and will give political credit for having aligned its legislation. Romania regards the PECA as a means to develop closer industrial relations with the EU and fully to integrate certain sectors with the Single Market before accession.
