1.39. Šis tvirtinimas vykdomas dviem etapais. Pradžioje kontrolė yra pagrįsta Komisijos įvertinimais (management representations). Nors iš pradžių numatytos parengti 2004 m. gruodžio mėn. pabaigoje, 40 atskirų ataskaitų ir suvestinė ataskaita buvo parengtos tik 2005 m. vasario mėn.1.39. Galutinė ataskaita buvo patvirtinta 2005 m. vasario mėn. pabaigoje, Biudžeto generaliniam direktoratui į ją įtraukus iš visų generalinių direktoratų gautas pastabas. Į galutinį variantą įtrauktas ir bendras 2004 m. patvirtinimo įvertinimas bei atskiri 40 generalinių direktoratų įvertinimai.

Sundry debtors1.17. The recording of sundry debtors (4139,8 million euro at 31 December 2004) continues to pose problems [12]. Provisional payments are still entered as final expenditure and amounts to be recovered are not entered immediately. In the absence of adequate internal control procedures for miscellaneous revenue in the authorising officers'departments, the Court cannot obtain assurance that the record of amounts receivable is complete and accurate.

1.60. Priežiūros ir kontrolės sistemų audito tikslas – įvertinti jų su operacijų teisėtumu ir tvarkingumu susijusios rizikos valdymo mastą. Atliekant operacijų testus siekiama gauti tiesioginių teisėtumo ir tvarkingumo įrodymų bei nurodyti aptiktų klaidų kilmę, dažnumą, pobūdį ir poveikį. Operacijų testų rezultatai naudojami išvadoms apie sistemas papildyti ir patvirtinti. Iš abiejų šaltinių gauta informacija naudojama taisomųjų veiksmų rekomendacijoms parengti. Pagal tarptautinius audito standartus Audito Rūmai taip pat atsižvelgia į generalinių direktorių metinėse veiklos ataskaitose ir deklaracijose bei Komisijos patvirtintoje jų suvestinėje pateiktus vadovybės pareiškimus (management representations). Taip pat nagrinėjamas kitų auditorių [37] darbas siekiant įvertinti galimą jo poveikį specialiesiems vertinimams.

1.60. The objective of the audit of supervisory and control systems is to assess the extent to which they manage the risks concerning the legality and regularity of underlying transactions. The testing of transactions seeks to obtain direct evidence as to legality and regularity and to provide indications on the origin, frequency, nature and impact of errors found. The results of the transaction testing are used to complement and contribute to the conclusions on the systems. Information from both sources is used to identify recommendations for corrective actions. In accordance with international audit standards, the Court also takes account of the "management representations" contained in the annual activity reports and declarations by the Directors-General, as well as in the synthesis thereof which is adopted by the Commission. Finally, the work of other auditors [37] is reviewed in order to evaluate its potential relevance for the specific assessments.
