528. Op 3 mei gaf de Commissie de Tsjechische Republiek[332] toestemming steun te verlenen bij de aankoop van nieuw rollend materieel. De Tsjechische overheid zal een garantie geven voor een lening van 45 miljoen EUR die de financieringsmaatschappij Eurofima aan de Tsjechische Spoorwegen (Česke Dráhy) toekent. De negatieve impact van deze maatregel op de bestaande handelsvoorwaarden is erg beperkt. Allereerst betaalt Česke Dráhy rente over deze lening, zij het tegen gunstigere voorwaarden dan de gewone marktvoorwaarden, en een premie voor deze garantie. Ten tweede geldt de garantie enkel het reizigersvervoer, een sector die nog niet voor concurrentie is opengesteld in het kader van de EU-wetgeving.

605. On 3 May, the Commission authorized the Czech Republic[332] to grant aid to facilitate the purchase of new railway rolling stock. The Czech authorities will guarantee a loan amounting to EUR 45 million offered by the financing company EUROFIMA to Czech Railways. The measure has a very limited adverse impact on present trading conditions. First, Czech Railways is paying interest on the loan, albeit at a more advantageous rate than under full market conditions, and is paying a price for the guarantee. Secondly, the guarantee applies only to rail passenger transport, a sector not yet opened to competition under EU legislation.

Het voorstel is geïnspireerd op het initiatief inzake geduldkapitaal dat de Europese Commissie in 2004 in het kader van de JREC heeft opgezet. Bepalend voor de reikwijdte van dat initiatief waren de discussies op de wereldtop over duurzame ontwikkeling en de internationale JREC-conferentie op hoog niveau van 2003 in Brussel. Het voorstel bouwt voort op een haalbaarheidsstudie van 2004 waarin verschillende mogelijkheden voor het opzetten van een nieuw doelgericht publiek-privaat partnerschap zijn onderzocht. Daarbij is ook gebruik gemaakt van de opmerkingen en voorstellen van een hele reeks belanghebbenden, waaronder de EIB-groep, de Internationale Financieringsmaatschappij (IFC) van de Wereldbank, de EBWO, de KfW, UNEP, UNDP, het EU-energie-initiatief en diverse andere partnerschappen.

The proposal draws on the Patient Capital Initiative launched by the European Commission in 2004 in the context of the JREC. The scope of that initiative was guided by the debates at the WSSD and the 2003 international high-level JREC conference held in Brussels. The proposal builds on a 2004 feasibility study that assessed various options for designing a new targeted public-private financing partnership. The feasibility study benefited from comments and suggestions of a variety of stakeholders, inter alia, the EIB Group, the World Bank's International Finance Corporation (IFC), the EBRD, KfW, UNEP, UNDP, the EU Energy Initiative and various other partnerships.
