I have lived in Hometown for many years. And for those years I have been delighted with the service and attention of the Public Works department. I understand that your staff work with often unpleasant situations. Unfortunately, in recent months the service has dropped noticeably.
The current crew collecting refuse in our neighborhood appears to be careless in their attitude and work habits. Each time they come through on collection day, there is a trail of debris that missed the truck, as well as garbage containers which are either tossed haphazardly onto lawns or let to roll onto the road.
While some of the neighbors have stopped and spoken to the crew about this situation, it appears that no corrective action has been taken. As a taxpayer I would say we deserve better attention to service and an attitude of care about the way this community looks. I would appreciate your attention to this matter.

Sri Lanka credit ceilings not proposed by IMF
Apr 28, 2012 (LBO) - Administrative controls imposed on Sri Lankan banks as part of a package of measures to combat a balance of payments crisis, were not among the preferred measures advocated by the International Monetary Fund, an official said.
"Most economists would say a price mechanism is a good way of matching demand," IMF's resident representative Koshy Mathai said.
"We probably would have relied more on interest rates rather than on credit ceilings."
He was questioned by a senior economist at an economic forum on whether the IMF supported an 18 percent credit ceiling imposed on banks for 2012.
Mathai said that that IMF was happy at the commitment shown by authorities to tackle the balance of payments crisis overall, which was the key need.

"If you ask me 'Is it better to do it through a price instrument or a credit ceiling that applies across the board to all banks in a way that may be, doesn't serve allocative efficiency as well as a price mechanism does?' Clearly we are not," Mathai said.
"The main issue was getting the balance of payments under control."
A bank that raises deposits from customers domestically and loans them to borrowers do not create any new demand in the economy. Such banks can grow their loans books at any rate without hurting the exchange rate.
Pressure on a pegged exchange rate comes when new reserves are injected into the banking system by a central bank to resist a contraction of the monetary base in the face of strong credit demand, (usually due to deficit spending) or capital flight or both.
A credit ceiling not only fails to discriminate between banks with stable loan to deposit ratios and those with deteriorating ones, but such controls also do not speed up deposit growth.
An interest rate on the other had will both cut loan demand and increase deposits, curb consumption, re-balance the credit system, and enable borrowers who have high return projects to continue to invest.
Small Mercies
But analysts say it could have been worse.
Some soft-pegged central banks that trigger balance of payments crises, arbitrarily decide that some sectors - such as manufacturing - are superior to others such as say property and impose administrative controls.
In this instance that liberty has been left to citizens and banks, though the Central Bank did at one time ask banks to limit loans to cars, which was reducing anyway as interest rates rose.
In the past Sri Lanka's central bank has also imposed exchange controls to counter exchange rate pressure, while printing money mainly to support deficit spending by rulers.
Exchange controls, which became ever more draconian, were imposed on citizens starting from 1952, barely two years after a money printing central bank was created.
Exchange control makes a criminal of a citizen who takes his own hard-earned money across a border without permission, even after paying taxes on the earnings. Modern exchange controls were started by Russia's Tsar Nicholas II in 1905.
In recent years however the central bank has relaxed many exchange controls, though some including forward trades, open positions and a Tsarist-type insistence on trade backed transactions have been revived.
During the current crisis an IMF report dated shortly before ordinary citizens were slapped with high taxes on cars prematurely praised the state for not imposing trade controls. Trade controls are an indirect form of exchange control.

OUTSIDE DRIVER’S POLICY
In order to insure that outside drivers follows Cargill’s Safety Policies 100% of the time, each facility must review and upgrade, where necessary, its present policy regarding outside drivers effective immediately.
1. All outside drivers are required to read and sign the Driver’s Safety Rules (see attached) when they weigh in at Cargill’s scales or pick up their paperwork. The signed and dated Driver’s Safety Rules will be kept at the facility to be maintained in company records for one year.
2. Once the truck has been positioned to start the loading/unloading process a safety briefing must be completed with the driver prior to them starting their work. During the briefing we must point out the safety equipment in the area, were the driver is allowed to go in the plant, methods to complete their job and once again review the precautions on fall protection, engulfment and personal safety.
3. A copy of this Policy should be included in the contract that Cargill has with each trucking company, Each trucking company is requested to pass this information on to its trucking firms.
4. The following signs will be posted in the truck receiving area, so they are easily visible:
• No Smoking Area
• Permit Required for Confined Space Entry (available from most sign companies)
• Driver’s Safety Rules
• Driver Safety Alert.
5. Outside drivers who do not sign and/or follows Cargill Safety policies, procedures and/or rules will be asked to leave the company property immediately! Such drivers will only be allowed back on Cargill property with approval of the Cargill Manager of the specific location.
6. To unload the bulk material, the best course of action is to use portable stairs/platforms, overhead catwalk(s), vibrators and dump trucks.
7. If the driver needs to climb on top of the materials or walk along the hopper edge, then:
a. An approved fall protection system must be installed, and the driver must have been trained to use it.
b. A Confined Space Entry Permit is required before and person is permitted to enter a bulk trailer and/or rail car containing bulk ingredients. Cargill Supervisor must be contacted to discuss the process for obtaining a permit.
c. A Cargill representative, trained in Confined Space Entry, must act as an observer during the entire time that a person is inside the Confined Space, If at any time, the trained Cargill representative has to leave the area or is not able to view the driver, who is on top of the materials or walking along the hopper edge, the driver must suspend all actions immediately and wait for the Cargill representative to get in a position where he or she can view the driver.
d. If the driver is to participate in a Confined Space Entry they must be trained in Cargill Confined Space policies and procedures.
NOTE : Truck vibrators, movable ladders with platforms, having the truck pull off the pit and then stopping to “shake” the load, live bottom or dump trucks, and elevated catwalks are all means to eliminate the need for a driver to climb on top of materials in a truck or walk along a hopper edge. When he or she does, though, the above guidelines should be adhered to strictly.
DRIVER’S SAFETY RULES
1. No SMOKING ALLOWED- Contact a Cargill representative foe assistant in location the nearest designated smoking area at the facility.
2. DO NOT climb on top of the bulk materials in your trailer or walk on the sides of your truck unless ;
a. The facility has installed an approved fall protection system (which includes a full body – fall protection harness and self-retracting lifeline),
b. You have been trained to use such a harness, AND you have received authorization by Cargill representative to use the harness.
3. No person is allowed to position his or her body under a delivery truck without prior approval by a Cargill Supervisor.
4. Under certain conditions, your trailer is considered to be a confined space. DO NOT enter your trailer unless you have first completed a “Confined Space Entry Permit” which can be obtained from a Cargill representative. Training will be required before a confined space permit will be issued. In addition a Cargill representative must be present at all times during a Confined Space Entry.
5. Fire arms and illegal substances are prohibited on Cargill property.
6. Compressed air must not be used under any circumstances to clean dirt and dust from clothing or off a person’s skin. This can be very dangerous and is prohibited. We suggest you carry a small brush or a change of clothing.
**** If compressed air is used in the unloading process to clean your truck then safety eyewear is required.
7. Report any leaks from your truck, including fuel, immediately to a Cargill representative.
8. Head and eye protection are required in many areas inside the plant. Do not enter the plant without first contacting a Cargill representative. Children are not allowed on company property, unless they are attended and supervised at all times.
9. Rail cars can move without warning. Never cross the tracks between two rail cars. Watch out for forklift and truck traffic.
10. Glass containers of any sort are not allowed in the receiving area.
11. All injuries, illnesses, near-misses, property damage, environmental incidents and observed hazards must be immediately reported to a Cargill Supervisor immediately.
12. Please do not start unloading materials until instructed to do so by a Cargill representative and a pre-unload safety briefing has been completed.
