(4) Ethylen je již obsažen v části B přílohy II nařízení (EHS) č. 2092/91 jako látka tradičně používaná v ekologickém zemědělství. Bylo by vhodné doplnit podmínky použití této látky, aby byly kromě banánů zahrnuty další druhy ovoce, při jejichž produkci je ethylenu zapotřebí.

(4) Ethylene is already included in Part B of Annex II to Regulation (EEC) No 2092/91 as a substance of traditional use in organic farming. It has appeared appropriate to complete the conditions for use of that substance in order to cover, besides bananas, certain other fruits for which ethylene is needed in the production.

(17) Různí vývozci mimoto uvedli, že by se definice obuvi STAF měla rozšířit tak, aby zahrnovala veškerou obuv se svrškem z usně a s podešvemi z ethylen-vinylacetátu (EVA) nebo přímo tvarovanými podešvemi.

Pipeline transport is safer and more environmentally-friendly than transport by rail, waterway or road. A well developed pipeline network would carry strategic importance for the producers and consumers of ethylene in the region.

(5) Propylen, naftový derivát, se používá k výrobě polymerů, z nichž se pak vyrábějí plasty. Ve východní Evropě představují vedlejší produkty z výroby ethylenu asi 70% celkového objemu propylenu. Umístění výrobních jednotek se proto často řídí podle odbytišť ethylenu. Celková velikost trhu ve východní Evropě v roce 2001 byla odhadována asi na 14,7 milionů tun, z nichž se půlka používá v oblasti, která by byla propojena potrubím. Odhady budoucího růstu trhu s propylenem se pro následující roky pohybují od 3,7 do 4,0%. V případě ethylenu se počítá s nepatrně menším růstem kolem 2%.

(5) Propylene is derived from petroleum and is used for the production of polymers, which are then used to produce plastics. In western Europe some 70% of all propylene is a by-product of the production of ethylene. Consequently, the location of propylene plants is often determined by the marketing outlets for ethylene. The total size of the western European market was estimated at some 14,7 million tonnes in 2001, half of which is used in the area that would be served by the pipeline. Estimates for future growth of the propylene market range from 3,7% to 4,0% for the coming years. The ethylene market is characterised by much lower growth of around 2%.

(81) Historicky zde existovala určitá cenová hierarchie: cena ethylenu byla vyšší než cena MEG a cena ethanolaminu byla vyšší než cena jak ethylenu, tak MEG. Od konce roku 2003 však ceny MEG ve Společenství výrazně vzrostly a převýšily tak ceny ethylenu a v určitých obdobích i ethanolaminu. Z tohoto důvodu se využívání ethylenoxidu v rostoucí míře přesměroval k výrobě MEG, čímž se ethylenoxid stává na trhu poměrně vzácnějším, a současně se tak přispívá k tomu, že ceny ethanolaminu zůstávají poměrně vysoké.

(81) Historically, a certain hierarchy existed in price levels: the ethylene price was higher than MEG and the price for ethanolamine was higher than both ethylene and MEG prices. However, since the end of 2003, MEG prices in the Community significantly increased and they became higher than ethylene prices and at certain periods of time even higher than ethanolamine prices. As a consequence, EO has been increasingly redirected towards MEG production, thereby creating a relative scarcity for EO in the market, at the same time contributing to keep ethanolamine prices at a relatively high level.
