Scope of intervention in aquaculture production

1. Op aquacultuurproductie gerichte steun kan worden verleend voor:

Elke Lid-Staat dient jaarlijks statistieken over de aquacultuurproductie in alle wateren van die Lid-Staat bij de Commissie in.

Each Member State shall submit annually to the Commission statistics on aquaculture production in all waters of that Member State.

COUNCIL REGULATION (EC) No 788/96 of 22 April 1996 on the submission by Member States of statistics on aquaculture production

Overwegende dat toezicht moet worden gehouden op de aquacultuurproductie en dat deze zo nodig moet worden gereguleerd, zodat bevredigende marktvoorwaarden gewaarborgd zijn;

Whereas the production from aquaculture has to be monitored and, where necessary, controlled so as to ensure satisfactory marketing conditions;

De Lid-Staten kunnen voor de productie van gegevens over de belangrijkste bestanddelen van de aquacultuurproductie gebruik maken van steekproefenquêtes of van andere relevante bronnen, terwijl voor de overige bestanddelen schattingen kunnen worden gemaakt.

A Member State may use sample surveys or other relevant sources to produce data on the major components of the aquaculture production; the remaining components may be estimated.

Voor statistische doeleinden worden aquatische organismen die gedurende de groeiperiode eigendom waren van een individu of een coöperatie en door deze worden geoogst, tot de aquacultuurproductie gerekend, terwijl aquatische organismen die door het publiek, al dan niet met een vergunning, als gemeenschappelijk eigendom wordt geëxploiteerd, tot de visserijproductie worden gerekend.

For statistical purposes, aquatic organisms which are harvested by an individual or corporate body which has owned them throughout their rearing period contribute to aquaculture, while aquatic organisms which are exploited by the public as a common property resource, with or without appropriate licences, are the harvest of fisheries.

De gegevens over de nominale vangsten omvatten alle aangevoerde of op zee overgeladen visserijproducten in elke vorm, met uitzondering van de hoeveelheden die na de vangst in zee teruggeworpen, aan boord geconsumeerd of als aas aan boord gebruikt zijn. De gegevens omvatten niet de aquacultuurproductie. De gegevens worden geregistreerd in de vorm van het levendgewicht-equivalent van deze aanvoer of overslag tot op één ton nauwkeurig.

The nominal catch data shall include all fishery products landed or transhipped at sea in no matter what form but shall exclude quantities which, subsequent to capture, are discarded at sea, consumed on board or used as bait on board. Aquaculture production shall be excluded. The data shall be recorded as the live weight equivalent of the landings or transhipments, to the nearest tonne.

Overwegende dat de specifieke methode voor het opstellen van de desbetreffende communautaire statistieken over de aquacultuurproductie, waarbij gebruik wordt gemaakt van bestaande nationale statistieken die zijn verzameld om aan bestaande nationale en internationale verplichtingen te voldoen, een hechte samenwerking tussen de Commissie en de Lid-staten vereist, voornamelijk in het Permanent Comité voor de landbouwstatistiek, dat is ingesteld bij Besluit 72/279/EEG (2),

Whereas the specific method of drawing up the relevant Community statistics on aquaculture production, developed by using existing national statistics compiled to meet current national and international obligations, requires particularly close cooperation between the Commission and the Member States, in particular within the Standing Committee on Agricultural Statistics set up in Decision 72/279/EEC (2),

Overwegende dat de doelstellingen van de voorgestelde maatregel alleen kunnen worden bereikt met communautaire wetgeving op grond waarvan de Commissie de noodzakelijke harmonisering van de statistische informatie op communautair niveau kan coördineren, terwijl het verzamelen van statistieken over de aquacultuurproductie en de vereiste infrastructuur voor het verwerken en controleren van de betrouwbaarheid van deze statistieken in de eerste plaats onder de verantwoordelijkheid van de Lid-Staten vallen;

Whereas the objectives of the proposed action can be achieved only on the basis of a Community legal act which will permit the Commission to coordinate the necessary harmonization of the statistical information at Community level while the collection of aquaculture production statistics and the necessary infrastructure to increase and monitor the reliability of these statistics is first and foremost the responsibility of the Member States;

De aquacultuur is in de Gemeenschap een uiterst belangrijke sector, met name in plattelands-en kustgebieden. De aquacultuurproductie in de EU vertegenwoordigde in 2004 een waarde van meer dan 2,5 miljard euro aan vis, weekdieren en schaaldieren. De financiële verliezen door ziekten (uitval, verminderde groei en slechtere kwaliteit) worden echter op 20% van de productiewaarde geschat. Met dit voorstel wordt beoogd moderne, specifieke wetgeving in te voeren waarmee die kosten kunnen worden beperkt. Een beperking van 20% zou immers al een besparing van 100 miljoen euro per jaar opleveren.

Aquaculture is a very important industry in the Community, particularly in rural and coastal areas. In 2004, EU aquaculture produced fish, molluscs and crustaceans worth more than €2,5 billion. However, financial losses due to disease (mortalities, reduced growth and reduced quality) are estimated to be 20% of the production value. The proposal aims to introduce modern and targeted legislation that reduces these costs; if they could be reduced by only 20%, the result would be an added value of €100 million per year.

3.5.2.1 De enige reden voor deze beperking is dat de kleine en micro-ondernemingen verantwoordelijk zijn voor 90% van de aquacultuurproductie. Het Comité is van oordeel dat hier het subsidiariteitsbeginsel moet worden toegepast. De lidstaat stelt een strategisch plan op en legt een aantal specifieke doelstellingen vast, en de enige voorwaarde die daarbij mag worden opgelegd is dat een bedrijf economisch en commercieel levensvatbaar moet zijn om in aanmerking te komen voor steun. Bedoeling is immers het concurrentievermogen van de ondernemingen te verbeteren. De financiële steun uit het EVF moet daarom worden gereserveerd voor rendabele bedrijven, en hoofdzakelijk voor kleine en micro-ondernemingen die zich aan strikte beheersregels houden. Alleen deze ondernemingen kunnen zorgen voor de instandhouding van de economische en sociale structuur die nodig is om de levensomstandigheden te verbeteren en het milieu te beschermen. Het Comité zou echter graag zien dat deze financiële steun niet alleen bij kleine en micro-ondernemingen terechtkomt maar ook bij andere rendabele bedrijven.

3.5.2.1 The only reason given by the Commission for this restriction is that micro and small enterprises represent 90% of the aquaculture producing industry. The EESC believes that the principle of subsidiarity should be clearly applied to this priority. The only restriction on the financing of these projects should be that they are economically and commercially viable. This would improve the competitiveness of enterprises and should be decided upon by Member States when they draw up their national strategic plan and fix their specific objectives. The Committee believes that EFF co-financing should be directed at cost-effective enterprises, particularly micro and small enterprises that have a rigorous business plan. Only these enterprises will allow for the preservation of the economic and social fabric needed to improve living conditions and conserve the environment. Therefore, although co-financing for micro and small enterprises is given priority, the Committee requests that other types of cost-effective enterprise also be considered eligible for co-financing.

"Aquacultuurproductie": de voor eindverbruik bestemde productie met behulp van extensieve of intensieve teelttechnieken, inclusief de productie van waterplanten voor industriële doeleinden.

'Aquaculture production` means the output for final consumption, involving extensive or intensive culture techniques, and includes the production of aquatic plants for industrial purposes.
