Ten slotte dient er gezorgd te worden voor interoperabiliteit, die als algemene randvoorwaarde moet worden gezien. Interoperabele, essentiële infrastructuurdiensten (zoals veilige communicatie tussen overheidsinstanties of grensoverschrijdende toegang tot registers), gemeenschappelijke specificaties, interoperabiliteitsrichtlijnen en herbruikbare software zijn stuk voor stuk essentiële bouwstenen voor een doeltreffende e-overheid. Er wordt gewerkt aan de invoering van een geactualiseerd Europees interoperabiliteitskader en interoperabele e-overheidsdiensten op basis van normen, open specificaties en open interfaces worden gepromoot conform de plannen van de mededeling over interoperabiliteit[21].

Finally, interoperability is a generic key enabler. Interoperable essential infrastructure services (e.g. for secure communications between administrations or cross-border access to registers), common specifications, interoperability guidelines and re-usable software are all building blocks of high impact eGovernment. Work is ongoing towards the adoption of an updated European Interoperability Framework and promotion and awareness for interoperable eGovernment services based on standards, open specifications and open interfaces as planned in the Interoperability Communication[21].

3.2.6.3 Wijzigingen in de bijlagen kunnen worden aangebracht door het comité van vertegenwoordigers van de lidstaten, dat ook verantwoordelijk is voor de goedkeuring van de technische specificaties voor interoperabiliteit. In het kader van de interoperabiliteitsrichtlijnen dienen de sociale partners geraadpleegd te worden over onderwerpen die te maken hebben met kwalificaties, gezondheid en veiligheid op het werk. Aangezien de bijlagen over de certificering van treinpersoneel zijn gebaseerd op definities van de Europese sociale partners, is het alleen maar logisch dat deze bij eventuele wijzigingen van de bijlagen worden betrokken. Een hiertoe strekkende bepaling dient in de richtlijn te worden opgenomen.

3.2.6.3 Amendments to the annexes are to be made by the committee of Member States'representatives, which is also to be responsible for the adoption of the Technical Specifications for Interoperability (TIS). Consultation of the social partners is to be mandatory on matters relating to qualifications and occupational and health protection within the framework of the interoperability directives. Since the Directive's annexes on the certification of train crews are based on definitions of the European social partners, it is logical that these social partners should be involved in work on amending the annexes. The EESC insists on a provision to this effect in the Directive.
