Het financieel reglement van TEN vermeldt de basisvoorwaarden voor de toekenning van communautaire steun [43] alsook de projectselectiecriteria [44]. Wanneer de formulieren voor de projectbeoordeling relevante vragen bevatten, blijft het antwoord van de beoordelaars vaak beperkt tot ja of neen zonder dat dit wordt onderbouwd met de vereiste motivering.

The TEN financial regulation specifies the basic conditions for awarding Community aid [43] and the project selection criteria [44]. The project application and appraisal forms used by the Commission do not mention or do not sufficiently guide towards assessing compliance with these conditions and criteria. Where relevant questions are included in the project appraisal forms, the replies given by the evaluators are often limited to a yes or no reply, without providing the required supporting justifications.
