c) uitbreiding van de dekking en/of aanpassing van het communautair monitoring-en informatiesysteem voor de zeescheepvaart, teneinde de identificatie en monitoring van schepen te verbeteren. Met het oog daarop werken de lidstaten en de Commissie samen bij de invoering, waar nodig, van verplichte scheepsrapportagesystemen, verplichte verkeersbegeleidingssystemen en passende scheepsrouteringssystemen, die ze ter goedkeuring aan de IMO zullen voorleggen;

(c) extending the cover of and/or updating the Community vessel traffic monitoring and information system with a view to enhanced identification and monitoring of ships. To this end, the Member States and the Commission shall work together to put in place, where necessary, mandatory reporting systems, mandatory vessel traffic services and appropriate ships'routing systems, with a view to submitting them to the IMO for approval;

Voorts werken zij binnen de betrokken regionale of internationale instanties samen aan de ontwikkeling van maritieme monitoring-en bewakingssystemen voor de lange afstand.”

To this end, the Member States and the Commission shall work together to put in place, where necessary, mandatory reporting systems, mandatory maritime traffic services and appropriate ship’s routing systems, with a view to submitting them to the IMO for approval. They shall also collaborate, within the regional or international bodies concerned, on developing long-range maritime traffic monitoring systems;”

2. Wanneer bij de IMO een nieuw verplicht scheepsrapportagesysteem ter aanneming of een voorstel tot wijziging van een bestaand rapportagesysteem wordt ingediend, neemt een lidstaat in zijn voorstel ten minste de informatie op als bedoeld in bijlage I, punt 4.

2. When submitting a new mandatory ship reporting system to the IMO for adoption or a proposal to amend an existing reporting system, a Member State shall include in its proposal at least the information referred to in Annex I(4).

De betrokken lidstaat ziet erop toe, en neemt alle nodige en passende maatregelen om ervoor te zorgen, dat alle schepen die het gebied binnenvaren van een verplicht scheepsrapportagesysteem -dat overeenkomstig voorschrift 11 van hoofdstuk V van het SOLAS-verdrag door de IMO is goedgekeurd en overeenkomstig de relevante richtsnoeren en criteria van de IMO door een of meer staten, waarvan ten minste één een lidstaat is, wordt geëxploiteerd -aan dat systeem voldoen en dus de vereiste informatie verstrekken onverminderd de aanvullende informatie die een lidstaat overeen-komstig IMO-resolutie A.851 (20) verlangt.

1. The Member State concerned shall monitor and take all necessary and appropriate measures to ensure that all ships entering the area of a mandatory ship reporting system, adopted by the IMO according to Regulation 11 Chapter V of the SOLAS Convention and operated by one or more States, of which at least one is a Member State, in accordance with the relevant guidelines and criteria developed by the IMO, comply with that system in reporting the information required without prejudice to additional information required by a Member State in accordance with IMO Resolution A.851(20).
