The preliminary assessment is based on the facts, figures and situations as they were known at the time of the notification in August 2000. The Commission considers that the notified measure constitutes State aid to Glunz AG and OSBD within the meaning of Article 87(1) of the EC Treaty and has to be assessed on the basis of the MSF 1998.

De eerste beoordeling steunt op de feiten, cijfers en omstandigheden die bij de aanmelding in augustus 2000 bekend waren. De Commissie meent dat de aangemelde maatregel staatssteun aan Glunz AG en OSBD uitmaakt in de zin van artikel 87, lid 1, van het EG-Verdrag en moet worden beoordeeld op grond van de 1998 Multisectorale Kaderregeling.

508. On 25 July 2001, the Commission adopted a decision not to raise objections to the granting of EUR 69.8 million in aid to Glunz AG and OSB Deutschland GmbH for the setting-up of a centre for wood processing which comprises two combined plants and which produces OSB (oriented strand board) and particle boards. The investment project is located in Nettgau, Saxony-Anhalt (Germany) – an assisted area under Article 87(3)(a). The assessment was based on the 1998 Multisectoral Framework.

Op 25 juli 2001 besloot de Commissie geen bezwaar te maken tegen de toekenning van 69,8 miljoen EUR steun aan Glunz AG en OSB Deutschland GmbH ten behoeve van de bouw van een geïntegreerd centrum voor houtbewerking, dat uit twee fabrieken zou bestaan en dat oriented strand board (OSB) en spaanplaat zou gaan produceren. Het investeringsproject is bevestigd in Nettgau, in de deelstaat Saksen-Anhalt, een steungebied ex artikel 87, lid 3, onder a). De zaak werd getoetst aan de multisectorale kaderregeling van 1998.

The German authorities notified in August 2000 their intention to provide an aid intensity of 35% for an investment aid in favour of the establishment of an integrated centre for wood processing in Nettgau (Saxony-Anhalt) which will consist of two plants. The first plant, owned by OSBD, will manufacture Oriented Strand Boards (OSB) [1]. The second plant, owned by Glunz AG, will manufacture Particle board [2]. Both firms belong to the same group TAFISA. The German authorities stated that both plants have their production lines linked to each other by a common technical infrastructure.

De Duitse autoriteiten hebben in augustus 2000 hun voornemen aangemeld om steun met een intensiteit van 35% te verlenen voor een investering met het oog op de bouw van een geïntegreerd centrum voor houtbewerking in Nettgau (Saksen-Anhalt), dat uit twee fabrieken zal bestaan. De eerste fabriek is eigendom van OSBD en zal Oriented Strand Board (OSB) [1] produceren. De tweede fabriek is eigendom van Glunz AG en zal spaanplaat [2] produceren. Beide ondernemingen behoren tot de TAFISA-groep. De Duitse autoriteiten verklaren dat de productielijnen van beide fabrieken door een gemeenschappelijke technische infrastructuur met elkaar zijn verbonden.
