standing committee recommendation no. 2 (1982) of the standing committee on the protection of the valle furlana (italy) (adopted by the standing committee on 15 september 1982) the standing committee of the convention on the conservation of european wildlife and natural habitats, acting under the terms of article 14 of the convention, having regard to the aims of the convention to conserve wild flora and fauna and their natural habitats ; recalling that article 4 provides that each contracting party shall take appropriate and necessary legislative and administrative measures to ensure the conservation of the habitats of the wild flora and fauna species, especially those specified in appendices i and ii, and the conservation of endangered natural habitats ; recalling further that article 6 provides that, for the species specified in appendix ii, the deliberate damage to or destruction of breeding or resting sites, as welle as the deliberate disturbance of wild fauna, particularly during the period of breeding, rearing and hibernation, in so far as disturbance would be significant in relation to the objectives of the convention, will be prohibited ; aware of the great ecological value of the valli di comacchio, which are the habitat of several species in appendix ii and which habe been designated as « wetland of international importance » under the ramsar convention ; considering that the valle furlana, which is part of the valli di comacchio, has for several years been designated an « oasis » under italian hunting law ; considering further that the whole po delta, of which the valle furlana is a part, is being considered for designation as a national park ; having been informed by the comitato di coordinamento sezioni emiliane e venete associazioni protezionistiche that a proposal has been made to authorise hunting in the valle furlana once again ; noting that the national authorities in charge of nature conservation have raised objections to this proposal, recommends to the government of italy that is ensure that the appropriate provisions of the convention, and in particular those in article 4, paragraphs 1, 2 and 3, and in article 6, paragraph a. be applied in respect of the valle furlana.
comité permanent recommandation n° 2 (1982) du comité permanent relative à la protection de la valle furlana (italie) (adoptée par le comité permanent le 15 septembre 1982) le comité permanent de la convention relative à la conservation de la vie sauvage et du milieu naturel de l’europe, agissant en vertu de l’article 14 de la convention, eu égard aux objectifs de la convention, qui consistent à préserver la flore et la faune sauvages et leurs habitats naturels ; rappelant que l’article 4 stipule que chaque partie contractante est tenue de prendre les mesures législatives et réglementaires appropriées et nécessaires pour protéger les habitats des espèces sauvages de la flore et de la faune, en particulier de celles énumérées dans les annexes i et ii, et pour sauvegarder les habitats naturels menacés de disparition ; rappelant en outre que l’article 6 stipule qu’en ce qui concerne les espèces énumérées dans l’annexe ii, la détérioration ou la destruction intentionnelles des sites de reproduction ou des aires de repos, ainsi que la perturbation intentionnelle de la faune sauvage, notamment durant la période de reproduction, de dépendance et d’hibernation, pour autant que la perturbation ait un effet significatif eu égard aux objectifs de la convention, seront interdites ; conscient de l’intérêt écologique considérable des valli di comacchio qui servent d’habitat à plusieurs espèces énumérées dans l’annexe ii et qui ont été désignées comme « zone humide d’intérêt international » dans le cadre de la convention de ramsar ; considérant que la valle furlana, qui fait partie des valli di comacchio, est depuis plusieurs années classée « oasis » en vertu de la loi italienne sur la chasse ; considérant en outre que l’on envisage de classer parc national l’ensemble du delta du pô, dont fait partie la valle furlana ; ayant été informé par le comitato di coordinamento sezioni emiliane e venete associazioni protezionistiche qu’une proposition a été formulée tendant à autoriser de nouveau la chasse dans la valle furlana ; prenant note que les instances nationales compétentes en matière de protection de la nature ont soulevé des objections à cette proposition, recommande au gouvernement italien de veiller à ce que les dispositions appropriées de la convention, notamment celles contenues dans l’article 4, paragraphes 1, 2 et 3, et dans l’article 6, paragraphe a, soient appliquées dans le cas de la valle furlana.
