(c) according to the Romanian Border Police, two of the fluvial patrol boats (each costing 300000 euro) could not be used in the Danube delta during the winter, i.e. for two to three months each year, due to the freezing of the river. The technical specifications had stated that the boats should be able to be operated day and night, through broken ice and in temperatures from – 15 to 45 °.50. Without ensuring that resources are made available to replace or overhaul equipment or components which are reaching the end of their useful life, e.g. the engines of the fluvial patrol boats in Romania, there is a risk that the border equipment audited will no longer be fully operational when Bulgaria and Romania accede to the EU (or even the Schengen space) and their borders form part of the EU external border.

51. Στη Βουλγαρία, έξι κτήρια ανακαινίστηκαν προκειμένου να χρησιμοποιηθούν ως φυτώρια επιχειρήσεων, από τα οποία πέντε δεν χρησιμοποιούνταν ακόμη με αυτή τους την ιδιότητα (βλ. σημείο 27). Στη Ρουμανία, τα δύο έργα υποδομής για βιομηχανικές ζώνες που ελέγχθηκαν δεν είχαν τεθεί ακόμη σε λειτουργία. Μολονότι είναι δύσκολο να εκτιμηθεί η μελλοντική οικονομική βιωσιμότητα σχεδίων που δεν έχουν σημειώσει επαρκή πρόοδο, εντοπίστηκαν ορισμένοι σημαντικοί κίνδυνοι.
