3. LINK BETWEEN RELIEF REHABILITATION AND DEVELOPMENT3.1. It is crucial that there is as seamless a link as possible between the initial humanitarian response and the rehabilitation and reconstruction phases. This “Linking Recovery, Rehabilitation and Development” (LRRD) is a cornerstone in the EU’s emergency response.

Good progress was made in many of the 15 countries and regions selected as pilot cases in 2003. Implementation of linkage strategies remained a constant priority in the field, with notable progress achieved in countries such as Angola, Tajikistan and Cambodia. Details can be found in the annex to this report.

44. DG ECHO is responsible for the humanitarian response consisting of emergency relief and short-term rehabilitation, whilst longer term rehabilitation, reconstruction and recovery are under the responsibility of DG RELEX and DG AIDCO. Because of the involvement of different DGs, procedures and mandates for these two phases, the grey area in between and the process of linking relief, rehabilitation and development (LRRD) are particularly important. The high level of DG ECHO funding made available for the tsunami has enabled DG ECHO not only to focus on core relief sectors such as food and water, sanitation, health and shelter, but also to bridge the longer than expected transitional phase through quality interventions and, in some cases, to fund rehabilitation projects with a development orientation (see box 12).

3.2. The LRRD approach was embedded into the ECHO funded operations as described above. Short term rehabilitation activities will last until the end of 2006, allowing the European Commission’s development aid to build on the achievements of the humanitarian aid phase.3.3. Taking up this work by ECHO in the emergency and rehabilitation phases, substantial Commission reconstruction funds will go towards longer term community regeneration and livelihoods support. Specific projects in Sri Lanka and Maldives will be financed that directly facilitate this LRRD link. LRRD will be addressed through Trust Funds'support for community level projects in which the Commission will participate. The long-term implications of the tsunami will be taken up in the next generation of Country Strategy Papers which are currently being prepared.

In parallel to focusing on evolving global humanitarian needs, DG ECHO continued to pay special attention to cross-cutting issues such as the link between emergency and development aid (LRRD[2]), disaster preparedness, HIV/AIDS, water and children.This report sums up DG ECHO's main activities in 2005. The annex provides more detailed information, including a country-by-country overview of humanitarian operations supported by DG ECHO.

Finally, DG ECHO is also dealing with sectoral and transversal priorities and encourages – whenever possible and relevant – a transition process towards development activities (LRRD), condition for a successful exit strategy. In this context, DG ECHO phased out its operations in Angola and handed over to development actors in Tajikistan and Cambodia, with the intention of fully withdrawing in 2006. In the Democratic Republic of Congo, DG ECHO was able to hand over its activities in some areas to DG DEV and to the World Bank, allowing it to focus on the most vulnerable and troubled areas in the east of the country.Regarding children, work continued in 2005 on policy guidelines on children affected by humanitarian crises. These guidelines will be finalised in 2006. In 2005, 42 contracts focused on child-related activities (e.g. therapeutic feeding, vaccination, reintegration of child soldiers) for a total amount of EUR 30 million. In addition, numerous other contracts have a multi-beneficiary dimension but contain a part specifically targeted to children.

Οι χώρες ΑΚΕ ήταν οι κύριοι αποδέκτες της ενίσχυσης (244,2 εκατ. ευρώ), ακολουθούμενες σε μικρή απόσταση από την Ασία (239,25 εκατ. ευρώ – συμπεριλαμβανομένων των επιχειρήσεων για το τσουνάμι). Complementing DG ECHO interventions, other Commission instruments were involved in the response to the tsunami, including, at the initial stage, the Civil Protection Mechanism, set up by Council Decision 2001/792/EC of 23 October 2001 [4] and based in DG Environment. Through its Monitoring and Information Centre (MIC) the Civil Protection Mechanism appointed teams of experts and sent them to the tsunami affected region to help assess the situation and coordinate the arrival and distribution of civil protection assistance offered by Member States.7. Longer term rehabilitation, reconstruction and recovery are under the responsibility of the Directorates-General for External Relations (RELEX) and European Aid (AIDCO), whilst DG ECHO is responsible for the humanitarian response consisting of emergency relief and short-term rehabilitation. The grey area between short-term relief and longer term development is addressed by the process of linking relief, rehabilitation and development (LRRD) [5]. The Rapid Reaction Mechanism, set up by Council Regulation (EC) No 381/2001 of 26 February 2001 [6] and based in DG RELEX, is designed to assist in this process by allowing the Commission to respond, in a rapid and flexible manner to crises, by helping to create the conditions under which longer term development can be pursued.

Η εντολή της ΓΔ ECHO περιγράφεται στον κανονισμό (ΕΚ) αριθ. 1257/96 του Συμβουλίου, της 20ής Ιουνίου 1996, σχετικά με την ανθρωπιστική βοήθεια [3], και περιλαμβάνει τη διάσωση και την προστασία ζωών κατά τη διάρκεια καταστάσεων έκτακτης ανάγκης, την εκτέλεση βραχυπρόθεσμων εργασιών αποκατάστασης, την παροχή βοήθειας στους πληγέντες προκειμένου να επιτύχουν κάποιο επίπεδο αυτάρκειας, τη συμπερίληψη, όπου αυτό είναι δυνατό, μακροπρόθεσμων αναπτυξιακών στόχων και τη διασφάλιση της ετοιμότητας αντιμετώπισης κινδύνων από φυσικές καταστροφές.

25. The Humanitarian Aid Committee of 27 January 2005 focused on the weaknesses in coordination between DG ECHO and the Civil Protection Monitoring and Information Centre (MIC) and considered that the MIC had not confined itself to civil protection activities, but had overlapped with the humanitarian field which is beyond their role and given the impression that it was coordinating all EU assistance [11].26. Concerning the link with the reconstruction phase, DG ECHO works with other Commission services to ensure there is a smooth and effective link between short-term relief efforts and longer term reconstruction. The high level of DG ECHO funding helped to bridge the longer than expected transitional phase between relief and reconstruction (see paragraph 15(a)). The strategy for linking relief, rehabilitation and development (LRRD) in Indonesia and Sri Lanka involves the use of the Rapid Reaction Mechanism to provide satellite imaging of tsunami damages that could be useful for reconstruction planning and disaster preparedness. The Rapid Reaction Mechanism also helped finance mediation efforts which led to a peace agreement in August 2005 between the Government of Indonesia and the Free Aceh Movement (GAM), strengthening the foundations for reconstruction efforts.

30. Δεν υπάρχουν συγκεκριμένες κατευθυντήριες γραμμές για τους τοπικούς εμπειρογνώμονες της ΓΔ ECHO όσον αφορά την κατάρτιση εκθέσεων σχετικά με τις διαπιστώσεις των αποστολών παρακολούθησης.
