(12) A DVD-R is an optical storage medium for digital data consisting of a polycarbonate disk, coated with single layers of dye. DVD+/-Rs consist normally of two 0,6 mm thick polycarbonate substrate of 120 mm or less, glued together. Although recording on such discs can be done in several steps, the recorded information can not be erased. The disk is an optical storage medium for digital data, music and video. Recording is realised by exposing the dye layer (recording dye) to an infrared laser beam in a DVD-R Recorder.

(14) The product under consideration is the same as in the anti-dumping proceeding against Taiwan i.e. CD-Rs currently classifiable under CN code ex 8523 90 00.(15) A CD-R is a polycarbonate disk, which is coated with a layer of dye, a layer of reflective material such as gold or silver and a protective layer. Recording on such a disk can be done only once and therefore the disk is said to be of the type%quot%WORM%quot% (Write Once Read Many). The disk is an optical storage medium for digital data or music. Recording is realised by exposing the dye-layer to an infrared laser beam in a CD-R recorder.

(23) The product concerned is a polycarbonate disc, which is coated with a layer of dye, a layer of reflective material and a protective layer. Although recording on such discs can be done in several steps, the recorded information can not be erased. The disc is an optical storage medium for digital data or sound.(24) CD-Rs can be distinguished according to the type of data stored (data CD-Rs versus music CD-R), the storage capacity, the reflective metal layer and whether or not the CD-Rs are printed upon. The investigation has shown that all types of CD-Rs share the same basic physical and technical characteristics and are used for the same purposes. Therefore, they are considered to constitute one single product.

1.7.1. Υπό εξέταση προϊόν(22) Το υπό εξέταση προϊόν είναι οι οπτικοί δίσκοι με δυνατότητα εγγραφής (CD-Rs) καταγωγής ΛΔΚ, Χονγκ Κονγκ και Μαλαισίας, που υπάγεται στον κωδικό ΣΟ ex85239000. Λόγω των μεταβολών στη Συνδυασμένη Ονοματολογία και δεδομένου ότι δεν υπάρχουν CD-Rs με δυνατότητα εγγραφής που υπερβαίνει τα 900 megabytes, από το 2006 και μετά, το υπό εξέταση προϊόν εμπίπτει στον κωδικό ΣΟ ex85239010.

(4) The requirements laid down in Directive 89/173/EEC relating to glazing and coupling of wheeled agricultural or forestry tractors should be brought into line with recent technological developments. In particular, polycarbonate/plastic glazing should be permitted for non-windscreen applications to enhance the protection of the occupants in the event of objects penetrating the driver cab area. The requirements concerning mechanical couplings should be aligned with the standard ISO 6489-1. Furthermore, with a view to reducing the number and severity of accidents and to enhancing occupational safety, it is appropriate not only to make additional provision as regards hot surfaces, but also to lay down measures concerning battery terminal covers, as well as measures designed to prevent unintentional uncoupling.

(3) Οι απαιτήσεις που θεσπίζονται από την οδηγία 78/933/EOK όσον αφορά την εγκατάσταση συσκευών φωτισμού και φωτεινής σηματοδότησης στους τροχοφόρους γεωργικούς και δασικούς ελκυστήρες πρέπει να προσαρμοστούν, ούτως ώστε να ικανοποιηθούν οι σημερινές ανάγκες για απλούστερο σχεδιασμό και καλύτερο φωτισμό.(4) Οι απαιτήσεις που θεσπίζονται με την οδηγία 89/173/EOK σχετικά με τους υαλοπίνακες και τα συστήματα σύνδεσης των τροχοφόρων γεωργικών ή δασικών ελκυστήρων πρέπει να ευθυγραμμιστούν με τις πρόσφατες τεχνολογικές εξελίξεις. Ειδικότερα, πρέπει να επιτραπούν οι πολυανθρακικοί/πλαστικοί υαλοπίνακες για εφαρμογές πλην των αλεξηνέμων, προκειμένου να ενισχυθεί η προστασία των επιβαινόντων σε περίπτωση διείσδυσης αντικειμένων στο θάλαμο οδήγησης. Οι απαιτήσεις σχετικά με τους μηχανικούς συνδέσμους πρέπει να ευθυγραμμιστούν με το πρότυπο ISO 6489-1. Εξάλλου, με στόχο να μειωθεί ο αριθμός και η σοβαρότητα των ατυχημάτων και να ενισχυθεί η επαγγελματική ασφάλεια, ενδείκνυται όχι μόνον να γίνει επιπλέον πρόβλεψη όσον αφορά θερμές επιφάνειες, αλλά και να θεσπισθούν μέτρα σχετικά με την κάλυψη των ακροδεκτών των συσσωρευτών καθώς και μέτρα με σκοπό την πρόληψη μη ηθελημένης αποσύνδεσης.
