We strongly endorse the principle of country ownership of development policies which is intrinsic to this PRSP approach.

Ethiopia has three public finance indicators focusing on the financial timetable, progress of the Government Information System Strategy (GISS) [38], and the level of the budget allocation to the health and education sectors. They are, in fact, derived from the Poverty Reduction Strategy Paper (PRSP) [39] and are shared with the other donors.

5. Is convinced that the Poverty Reduction Strategy Papers (PRSPs) and Country Strategy Papers (CSPs) could be important tools for achieving the MDGs but thinks that they need to be revised to better support the MDGs, and calls for the "quick wins" to be enshrined in PRSPs and CSPs to make them part of a sustainable and structural approach; believes that the process of developing an MDG-based PRSP needs to be open and consultative, involving all key stakeholders, both national and international;

31. To some degree the lack of environmental mainstreaming into CSPs reflected the limited priority attached to this issue by many beneficiary countries. For countries with a Poverty Reduction Strategy Paper (PRSP) [12], it has been the Commission's policy to align its CSP to the PRSP. As a World Bank study has shown [13], the environment has generally not been mainstreamed into PRSPs, partly because of a lack of recognition by many beneficiary countries of the important linkages between poverty and the environment. Ministries of Environment should in the first place be the advocate of environmental issues in national policies but in practice these ministries, even in more developed countries with major environmental concerns such as Brazil and China, do not have the resources and influence of other, longer established ministries.

At project level, since the reform of EC external assistance, all aspects of Project Cycle Management (PCM) are fully institutionalised. The use of the logical framework approach provides objectively verifiable indicators and predefined means to assess the effectiveness of the expenditure. Mandatory mid-term and final evaluations are then used to verify this.39. The bilateral economic cooperation projects serve economic cooperation priorities, which are set in accordance with the existing priorities of individual countries as per their PRSPs and National Development Plans. Where possible the Commission works together with other donors so as to create a multiplier effect thereby ensuring that limited Community funds attain the maximum impact possible.

4. Chad has 20 public finance indicators: six of them are prior conditions that function as indicators and focus on documents which the government must have presented or approved; seven relate to budget implementation rates (commitment/allocation or payments/commitments); one to arrears; two to procurement (contracting methods and time); two to progress in preparing calls for tenders and contracts; two to rates for delivery of major items of equipment to beneficiary structures. They are not derived from the PRSP (Poverty Reduction Strategy Paper), as only one of the 80 indicators which it proposes is relevant to public finance management.5. Zambia has 12 public finance indicators. They focus on the drawing up of the budget (budget allocations consistent with established programmes and policies, with particular regard to the social sectors of education and health, Auditor General and poverty reduction programmes) and the actual implementation of the budget (funds are supplied in accordance with the budget allocation and linked to bank expenditure reconciliations).

In four years of implementation of the EFA programme in Tajikistan, the country has shown a quite impressive track record. The general economic situation has improved markedly: growth is approaching 10% a year, the fiscal and monetary policy has been strengthened, the current account deficit has declined and the external debt was brought back to a more sustainable level. In addition, a significant number of first generation structural reforms (e.g. price and trade liberalisation, privatisation) were undertaken. The Community supported several key structural policies through the conditionality of its financial assistance. Economic conditions are projected to remain favourable in Tajikistan in the near future, which is expected to facilitate the implementation of most structural reforms foreseen in the PRSP and in the PRGF programme, provided that financial support from the IFIs and the donor community is not discontinued.The Country-specific developments and policies during this period, both in the areas of macroeconomic and financial management and structural reforms, are described in more detail in the attached Commission Staff Working Document.

Τα τέσσερα χρόνια εφαρμογής του προγράμματος ΕΧΣ στο Τατζικιστάν, η χώρα σημείωσε εντυπωσιακές επιδόσεις. 1.2 Some of the changes that have taken place at international level, and which have in one way or another affected development policies, are: increased security-related concerns following 9/11; the results of the 2001 WTO meeting in Doha and the subsequent process which forms part of the Development Agenda; the new international consensus on development reached at the Millennium Summit and echoed at the Monterrey, Johannesburg, Cairo and other conferences, on such issues as funding, the environment, gender mainstreaming and HIV/AIDS; the process of harmonising the development policies of donors launched by the OECD's Development Assistance Committee (DAC); and the consolidation of a number of new instruments for planning and implementing aid, such as Poverty Reduction Strategy Papers (PRSP), Sector-wide Approaches (SWAP) and budgetary support. More recently, the High Level Forum on Aid Effectiveness, held in Paris in March 2005, made progress on this matter, with donors signing up to a number of commitments on ownership, results-based management and shared responsibility.

6.1 In order to ensure that aid is more effective and has a greater impact, it would appear reasonable to concentrate on certain sectors to which the EU can bring greater added value or where this is something that other donors cannot provide. Nevertheless, experience tells us that it is difficult and sometimes inappropriate to set such priorities or to determine in advance what the Community added value might be. At all events, country programming should be used as an instrument for negotiations between partners. Poverty Reduction Strategy Papers (PRSP) should be the cornerstone of this work.6.2 The EESC is of the view that the motives underpinning development policy must be political as well as ethical: unless today's inequalities are remedied, globalisation will not work. We therefore believe that EU development policy cannot simply aim to solve the problems of underdevelopment. Part of the added value that the EU should provide is its action on global multi-sectoral strategic objectives, such as health (including reproductive health), education, gender equality, environmental protection, the creation of productive enterprises and employment, and decent jobs. Crucial to this is providing development cooperation with additional financial resources from new funding instruments.

6.6 Για να ωφελήσει η οικονομική ανάπτυξη όσο το δυνατόν μεγαλύτερο αριθμό ατόμων και να μην υπάρξουν καταχρήσεις, η ΕΟΚΕ θα επιθυμούσε να ληφθούν υπόψη στις δραστηριότητες αναπτυξιακής βοήθειας της ΕΕ στην Αφρική οι αρχές της κοινωνικής συνοχής και της αξιοπρεπούς εργασίας για όλους. Οι αρχές αυτές θα εξασφαλιστούν καλύτερα εάν υπάρχει πραγματικός κοινωνικός διάλογος και, γενικότερα, διάλογος με τις αντιπροσωπευτικές οργανώσεις της κοινωνίας των πολιτών. Στο πλαίσιο αυτό, η ΕΟΚΕ θα συνεργαστεί, όπως αναφέρεται στην ανακοίνωση της Ευρωπαϊκής Επιτροπής [19], με το αφρικανικό Οικονομικό, Κοινωνικό και Πολιτιστικό Συμβούλιο για την ανταλλαγή εμπειριών και γνώσεων στους τομείς όπου θεωρείται σκόπιμο.
