GNNS would also allow to monitor the movements of humanitarian actors and others on the ground and on the crisis scene, to strengthen the humanitarian needs and impact asessments, to provide accurate information on the problems of access to the affected populations in remote and areas that are difficult to access, to immediately track population movements, to identify safe areas for the set up of camps for refugees/internal displaced populations outside disaster prone areas, to optimise the allocation of financial, material and human resources, to increase the rapid response capacity, and to strengthen the overal humanitarian aid response.

Il GNSS dovrebbe anche permettere di monitorare i movimenti delle persone che intervengono a scopo umanitario e di altri soggetti a terra e sul luogo della crisi, dare valutazioni più accurate delle esigenze umanitarie e dell'impatto del problema, fornire informazioni precise sulle difficoltà di accedere alle popolazioni colpite in aree isolate o difficilmente raggiungibili, reperire immediatamente i movimenti delle popolazioni, individuare le zone sicure per l'allestimento dei campi per i rifugiati o gli sfollati al di fuori delle zone interessate dalle calamità, ottimizzare l'assegnazione delle risorse finanziarie, materiali e umane, aumentare la capacità di risposta rapida e potenziare la capacità globale di assistenza umanitaria.
