It was also argued that, in any event, a differentiation should be made between PSF types used for spinning applications (also called woven, or "PSFS") and PSF used for non-spinning applications (also called non-woven, fibrefill or "PSFNS") because of different physical, technical and chemical characteristics and different use.

Some interested parties also argued that, in any event, a differentiation should be made between PSF types used for spinning applications (also called woven, hereafter referred to as PSF-Sp) and PSF used for non-spinning applications (also called non-woven or fibrefill, hereafter referred to as PSF-NW) because of different specific basic physical characteristics, determining the end-use of the product.

Alcune parti interessate hanno sostenuto anche che si dovrebbe comunque distinguere tra i tipi di FPF usati per la filatura (o la tessitura) e quelli destinati ad altre applicazioni (denominati anche fibrefill, materiale riempitivo), perché presentano caratteristiche fisiche fondamentali diverse, che determinano l'uso finale del prodotto.

(15) The product is a basic material used at various stages of the manufacturing process of textile products. The Community consumption of PSF is either used for spinning, i.e. manufacturing filaments for the production of textiles, mixed or not with other fibres such as cotton and wool or for non-woven applications such as filling (fibrefill), i.e. stuffing or padding of certain textile goods such as cushions, car seats and jackets.

(15) Si tratta di un materiale di base utilizzato in diverse fasi del processo di fabbricazione dei tessili. Il consumo comunitario di PSF riguarda la filatura, ovvero la fabbricazione di filamenti per la produzione di tessili, eventualmente previa mescolatura con altre fibre, quali cotone o lana, oppure per la realizzazione di articoli non tessuti, come le lavorazioni di riempimento (fibrefill), ovvero l'imbottitura di alcuni prodotti tessili, quali cuscini, sedili per automobili, giacche.

(10) It was also argued that, in any event, a differentiation should be made between PSF types used for spinning applications (also called woven, or "PSFS") and PSF used for non-spinning applications (also called non-woven, fibrefill or "PSFNS") because of different physical, technical and chemical characteristics and different use. Furthermore, it was alleged that inter-changeability, if any, between PSFS and PSFNS was very limited and concerned only certain types of fibres originally intended for PSFS which may be used as PSFNS. Actually, some interested parties indicated that the differentiation between PSFS and PSFNS types would be reflected in the thickness expressed in "denier". In their opinion, PSF types below 3 denier are used by the spinning industry, whereas types above 3 denier are used in non-spinning applications.

(10) È stato inoltre asserito che, comunque, dovrebbe essere fatta una differenziazione tra i tipi di FPF utilizzati per la filatura (definito anche "tessuto" o "FPFF") e i tipi di FPF utilizzati per applicazioni diverse dalla filatura (definito anche "non tessuto", "fibre sintetiche per imbottitura", o "FPFNF") a causa delle differenze a livello di caratteristiche fisiche, tecniche, chimiche e di utilizzo. Inoltre, è stato asserito che l'eventuale intercambiabilità tra FPFF e FPFNF era molto limitata e concerneva unicamente taluni tipi di fibre originariamente destinate a FPFF che potrebbero essere utilizzate come FPFNF. In particolare, alcune parti interessate hanno dichiarato che la differenziazione tra FPFF e FPFNF si riscontrerebbe a livello dello spessore espresso in "denari". Secondo tali parti interessate, solo i tipi di FPF inferiori a 3 denari sono utilizzati dall'industria della filatura.

(8) Some interested parties also argued that, in any event, a differentiation should be made between PSF types used for spinning applications (also called woven, hereafter referred to as PSF-Sp) and PSF used for non-spinning applications (also called non-woven or fibrefill, hereafter referred to as PSF-NW) because of different specific basic physical characteristics, determining the end-use of the product. Accordingly, it was claimed that imported fibres should be subject to neutral laboratory certificates attesting these characteristics. Furthermore, it was alleged that interchangeability, if any, between PSF-Sp and PSF-NW was very limited and only concerned certain types of fibres originally intended for PSF-Sp which might be used as PSF-NW. PSF-NW therefore, if not excluded from investigation, should at least have been examined in a separate proceeding.

(8) Alcune parti interessate hanno sostenuto anche che si dovrebbe comunque distinguere tra i tipi di FPF usati per la filatura (o la tessitura) e quelli destinati ad altre applicazioni (denominati anche fibrefill, materiale riempitivo), perché presentano caratteristiche fisiche fondamentali diverse, che determinano l'uso finale del prodotto. Si è asserito, di conseguenza, che le fibre importate dovrebbero essere sottoposte all'esame di un laboratorio indipendente che attestasse a quale categoria appartengono. Si è sostenuto inoltre che, se l'interscambiabilità tra i due tipi di fibre è possibile, essa è molto limitata e riguarda taluni tipi originariamente destinati alla filatura che possono essere usati ad altro scopo. Le FPF non destinate alla filatura, pertanto, se non potevano essere escluse dall'inchiesta, avrebbero almeno dovuto essere esaminate in un procedimento separato.
