4.2.1 It is difficult to give a specific, generally accepted definition of broadband, but a somewhat limited definition is of course necessary if there is to be a meaningful discussion of its development. The Commission Communication should have elucidated this better. The EESC believes that, as a minimum, broadband should mean an asynchronous throughput of over 2mb per second, and that only in exceptional cases can 512 kbit per second be accepted as broadband.

Certain trading partners continue to allege that the Regulation introduces an excessive administrative burden. Imports of soybean and maize, including their derived products such as soy-meal or corn gluten feed do not appear to have been affected by the Regulation. In practice, consumer and market demand for foodstuffs in particular has certainly had a far greater effect than the provisions of the Regulation in terms of trade in products containing GM material. The asynchronous approval regime for GMOs between countries remains the major obstacle to trade. Whilst some trading partners have been able to successfully manage this issue to avoid trade disruption, others seem either unable or unwilling to address it.

Daži tirdzniecības partneri turpina aizbildināties ar to, ka regula rada pārmērīgu administratīvo šķērsli. Šķiet, ka regula nav ietekmējusi sojas pupu un kukurūzas, tostarp no tiem atvasināto produktu, piemēram, sojas miltu vai kukurūzas lipekļa barības, importu. Kas attiecas uz ģenētiski modificēto materiālu saturošo produktu tirdzniecību, tad praksē to daudz lielākā mērā ietekmēja patērētāju un tirgus pieprasījums pēc pārtikas produktiem un nevis regulas nosacījumi. Joprojām lielākais tirdzniecības šķērslis ir starp valstīm pastāvošais asinhronais ĢMO apstiprināšanas režīms. Lai gan daži tirdzniecības partneri ir spējuši veiksmīgi atrisināt šo jautājumu, lai izvairītos no tirdzniecības pārtraukšanas, šķiet, ka citi tirdzniecības partneri nevēlas to risināt.Tomēr ir skaidrs, ka pašlaik ir pieejama tikai ierobežota informācija un pieredze attiecībā uz šīs regulas īstenošanu. Tādēļ Komisija pēc 24 mēnešiem sastādīs otro ziņojumu, lai gūtu skaidrāku priekšstatu par regulas īstenošanu.
