Reforms must be backed by adequate financial means and effective use of public funds. The provision of information in the NAPs is insufficient. It should include actual expenditure, allocated budgets and prognoses for main measures.

4.2 The EESC is convinced that a greater participation of organised civil society in all steps of the process will increase the quality of the NAPs. This will ensure that citizens'concerns and aspirations are taken into account in the plans.

To have impact, NAPs need political legitimacy. The involvement of parliaments is insufficient, as they play hardly any role in the approval procedure, with the notable exception of MT. This low profile may be one reason why NAPs do not receive significant input or support from civil society.

Lai tie būtu iedarbīgi, NDP jābūt politiski leģitīmiem. Parlamentu līdzdalība nav pietiekama, jo tie gandrīz nemaz nepiedalās apstiprināšanas procesā, izņemot gadījumu ar Maltu. Iespējams, ka tieši šī mazā popularitāte ir iemesls, kāpēc NDP nesaņem pietiekamu atbalstu un līdzdalību no pilsoniskās sabiedrības.

The NAPs are mostly summing-up reports. They do, however, receive a higher profile in many of the new Member States where they tend to be more forward-looking and play a central role in the policy cycle. They must become attractive and accessible for dissemination (e.g. BE).

A number of Member States outline in their NRPs the important role which immigration is expected to play in sustaining their labour markets in the future. However, acknowledgement of the challenge of integrating immigrants, a big issue in recent NAPs for inclusion, is not evident in the NRPs.

Vairākas dalībvalstis VRP norāda uz paredzamo būtisko imigrācijas lomu darba tirgus uzturēšanā nākotnē. Tomēr VRP neatzīst, ka imigrantu integrācija ir grūts uzdevums, kā tas uzsvērts nesenajos NRP integrācijas jomā.

The EU does not deliver the "increased investment in human resources" called for. The NAPs provide little systematic information on levels or efficiency of resources. Public investment in this area only shows a very slight increase (5.1% GDP for EU15). This varies from 8.5% in DK to 3.9% in EL and LU.

ES nenodrošina vajadzīgās „pieaugušās investīcijas cilvēkresursos”. DRP sniedz maz un nesistemātisku informāciju par resursu efektivitāte līmeņiem. Mutual learning and shared expertise serve to enrich policy-making. Some Member States compare their employment performances with the EU average and others'performances. The NAPs seldom quote examples of policies inspired by others'experiences. The new EU mutual learning programme provides an opportunity to strengthen this key element.

Savstarpēja mācīšanās un pieredzes apmaiņa uzlabo politikas ietekmi. Dažas dalībvalstis salīdzina datus par nodarbinātības situāciju konkrētajā valstī ar ES vidējiem radītājiem un ar situāciju citās valstis. NDR reti redzami politikas pasākumu piemēri, kas ņemti no citu pieredzes. Jaunā ES abpusējo mācību programma sniedz iespēju veikt uzlabojumus šajā jomā.

The National Action Plans for Employment (NAPs) must achieve greater political legitimacy and be an integral part of the decision-making process. The response of many new Member States is clearly encouraging. The transparency and visibility of the NAPs need to be enhanced further to serve mutual learning, both within Member States and across the EU.

Dalībvalstu rīcības plāniem nodarbinātības jomā (NAPs) jānodrošina lielāka politiska leģitimitāte un jākļūst par neatņemamu sastāvdaļu lēmumpieņemšanas procesā. Daudzu jauno dalībvalstu atbalsts ir iedrošinošs. Vēl vairāk jāuzlabo dalībvalstu rīcības plānu pārredzamība un caurskatāmība, tādējādi nodrošinot savstarpējas mācīšanās iespēju gan dalībvalstīs, gan visā ES.

The need for a positive management of restructuring, especially for collective lay-offs, is highlighted in many NAPs, but much more needs to be done. Steps are taken to improve the capacity of public authorities to anticipate and respond in a coordinated manner. In SI, the establishment of "labour funds" is designed to offer services for workers at risk of redundancy.

Daudzos DRP tiek uzsvērta labvēlīgas restrukturizācijas pārvaldības nepieciešamība, jo īpaši masveida atlaišanas gadījumā, tomēr šajā jomā vel ir daudz darāmā. Ir veikti pasākumi, lai uzlabotu valsts iestāžu spēju piedalīties procesos un uz tiem koordināti reaģēt. Slovēnijā ir izveidots „darba fonds”, lai palīdzētu darba ņēmējiem, kam draud atlaišana no darba.

The National Action Plans for Employment (NAPs) submitted in Autumn 2004, based on the Employment Guidelines and Recommendations, constitute the main input to this report. For the first time, the Member States which joined the European Union on 1st May 2004 presented a NAP. The Commission Staff Working Paper which accompanies this report provides a more detailed assessment of progress in employment performances and policy implementation.

Nodarbinātības jomā pieņemto un 2004. gada rudenī iesniegto dalībvalstu rīcības plānu (DRP) pamatā ir Nodarbinātības vadlīnijas un ieteikumi, kas lielā mērā iekļauti arī šajā pārskatā. Dalībvalstis, kas pievienojās Eiropas Savienībai 2004. gada 1. maijā, pirmo reizi iesniedza DRP. Komisijas darba dokuments, kas pievienots šim pārskatam, sniedz sīku vērtējumu par sekmēm nodarbinātības jomā un par politikas īstenošanu.

The Implementation National Action Plans (NAPs) submitted by the EU 15 and NAP updates (submitted by four of the EU10 States) show progress in several fields but, against the background of an economic performance which is at best mixed, no significant improvement in the situation. They show clear evidence of the finding in the Lisbon review of an implementation gap between what Member States commit to in common objectives and the policy effort to implement them.

ES–15 dalībvalstu iesniegtajos Nacionālajos rīcības plānos (NRP) un atjauninātajos NRP, ko iesniegušas četras no ES–10 dalībvalstīm, redzams, ka vairākās jomās ir gūti panākumi, taču uz ekonomisko rādītāju fona, kuri labākajā gadījumā ir dažādi, situācija nav būtiski uzlabojusies. Tajos skaidri pierādīts Lisabonas pārskata konstatējums par atšķirībām īstenošanā starp to, ko dalībvalstis paveikušas, īstenojot kopīgos mērķus, un politikas centieniem tos īstenot.

-There needs to be a more strategic approach to the formulation of NAPs for inclusion, to bring about more precise, systematic and transparent setting out of policies. The OMC needs to develop a strong focus on poverty among children and their families. The multiple exclusion faced by young people from ethnic minorities in poor neighbourhoods also needs increased attention. In this context, the fundamental role of education and training to break the intergenerational transmission of poverty should be highlighted.

-Jāizmanto stratēģiskāka pieeja, formulējot NRP integrācijas jomā, lai panāktu precīzāku, sistemātiskāku un caurspīdīgāku politikas izstrādi. Saskaņā ar AKM liela uzmanība jāpievērš bērnu un viņu ģimeņu nabadzības jautājumam. Lielāka uzmanība jāpievērš arī daudzpusējai atstumtībai, ar ko saskaras etnisko minoritāšu jaunieši nabadzīgā vidē. Šajā ziņā jāuzsver izglītības un apmācības būtiskā loma, lai pārtrauktu nabadzības pārmantošanu no paaudzes paaudzē.

Challenges for the future include the need for mainstreaming – i.e., to better integrate the NAPs with national policy making, including budgetary processes, and with the revised Lisbon process; b etter governance – i.e., better mobilisation of actors and links between different levels (national, regional and local) of government and clearer responsibility for implementation, monitoring and evaluation; and better links between the NAPs for inclusion and the Structural Funds, in particular the European Social Fund and the European Regional Development Fund.

1.33 agrees with the study when it emphasises the need to tackle the unregulated labour market and the shadow economy stating that "the shadow economy is estimated to be between 7-16% of EU GDP although this is by no means entirely made up of illegal immigrants". There is a need for the transformation of undeclared work into regular employment and this was included as one of the ten priorities of the 2003 employment guidelines. Several Member States outlined special measures for foreign workers and migrants in an irregular situation in their 2003 National Employment Action Plans (NAPs) and the Committee welcomes the call in the Hague programme for Member States to hit the targets for the reduction of the unregulated labour market which are set out in the European Employment Strategy;

The added value of the inclusion process has been to make clear the multi-dimensionality of poverty and exclusion and the consequent need for full, joined-up policy responses. It has also promoted good governance, openness and the participation of actors. The pensions process has forged a consensus that a concern with adequacy, sustainability and modernisation of systems must underpin pension reforms. Both processes have brought new issues to the fore – for example, the need to fight child poverty in order to break the inter-generational perpetuation of exclusion; and the need to promote longer working lives if pension systems are to be sustainable. Both continue to grow and have successfully involved new Member States, who produced their first NAPs on inclusion in July 2004 and first NSRs for pensions in July 2005.

Integrācijas procesa pievienotā vērtība ir nabadzības un atstumtības daudzdimensionālā rakstura noskaidrošana un no tās izrietoša pilnībā integrētas politiskas rīcības nepieciešamība. Tā ir arī veicinājusi labu pārvaldību, atklātību un dalībnieku līdzdalību. Pensiju procesa rezultātā ir panākta vienprātība par to, ka pensiju reformas pamatā jābūt rūpēm par sistēmu atbilstību, ilgtspējību un modernizēšanu. Abi procesi ir sekmējuši savstarpēju pieredzes apmaiņu un aktualizējuši jaunus jautājumus, piemēram, nepieciešamību apkarot bērnu nabadzību, lai pārtrauktu paaudžu paaudzēs ilgušu atstumtību, un vajadzību veicināt ilgāku darba mūžu, lai pensiju sistēmas padarītu ilgtspējīgākas. Abi procesi arī turpmāk attīstās, un tajos ir sekmīgi iesaistītas jaunās dalībvalstis, kuras 2004. gada jūlijā izstrādāja savus pirmos valsts rīcības plānus par integrāciju un 2005. gada jūlijā sniedza pirmos valsts stratēģijas ziņojumus par pensijām.

One of the key policy messages emerging from work under the OMC is that policy making, and delivery, bears fruit if all actors, branches and levels of government work together. The OMC has had some impact in reinforcing this message, particularly in the social inclusion area. All EU10 Member States have created new structures to involve civil society in their social policy planning. The implementation NAPs of the EU15 reveal a wide spread of measures to improve cooperation between central, regional and local authorities. There is clear evidence that Member States have been learning from one another. Good governance also includes the aim of mainstreaming social inclusion concerns in public policy making (including budget setting) and stronger evaluation and monitoring. In both these areas, there is progress but it has been limited.

Viens no galvenajiem politiskajiem vēstījumiem, kas izriet no darba ar AKM, ir tas, ka politikas veidošana un izpilde ir auglīga tad, ja visi dalībnieki, nozares un pārvaldes līmeņi savstarpēji sadarbojas. AKM ir bijusi zināma ietekme uz šī vēstījuma nostiprināšanu, jo īpaši sociālās integrācijas jomā. Visas ES–10 dalībvalstis ir izveidojušas jaunas struktūras, lai iesaistītu pilsonisko sabiedrību valsts sociālās politikas plānošanā. NRP īstenošana ES–15 dalībvalstīs atklāj plašo pasākumu loku, lai uzlabotu sadarbību starp centrālajām, reģionālajām un vietējām iestādēm. Tie skaidri pierāda to, ka dalībvalstis ir mācījušās cita no citas. Laba pārvalde saistās arī ar mērķi iekļaut sociālās integrācijas problēmas valsts politikas veidošanā (tostarp budžeta izstrādē) un stingrākā vērtēšanā un pārraudzībā. Abās šajās jomās ir panākti sasniegumi, tomēr tie ir nelieli.

The subject of this action is the Decision of 25 May 2005 [1] in which the Commission gave its opinion on the compatibility of the national allocation plan for greenhouse gas emission allowances notified to it by Italy ("NAP") with the criteria listed in Annex III to Directive 2003/87 of the European Parliament and of the Council of 5 June 2002 [2].
