The Commission's Accounting Officer has presented to the Court of Auditors the provisional financial statements for 2005, the first to be prepared on a full accrual basis. The final statements are due to be approved by the Commission by 31 July 2006. All DGs and services have deployed considerable efforts to prepare the opening balances for this first year, to check them and make the necessary corrections, and to estimate the accrued expenditure at the beginning and end of the financial year on a coherent and consistent basis. Some checks on the data will continue until the final accounts are closed, some accounts must still be reconciled in the general accounts, and one Directorate-General has been requested to redo its estimates. Notwithstanding these efforts, given the magnitude of the task and the services'unfamiliarity with the new accounting procedures, and the limited number of qualified and trained staff, there is a risk that material errors and omissions will remain undetected in the final accounts.

Komisijos apskaitos pareigūnas pateikė Audito Rūmams pirmąsias kaupimo pagrindu parengtas negalutines 2005 m. finansines ataskaitas. Galutines ataskaitas Komisija turi patvirtinti iki 2006 m. liepos 31 dienos. Visi generaliniai direktoratai ir tarnybos deda daug pastangų pirmųjų naujos apskaitos sistemos taikymo metų pradiniams balansams parengti, patikrinti ir reikiamiems pataisymams atlikti, taip pat finansinių metų pradžioje ir pabaigoje sukauptoms išlaidoms detaliai ir nuosekliai apskaičiuoti. Kai kurie duomenų patikrinimai bus tęsiami tol, kol bus uždarytos galutinės sąskaitos. Kai kurios sąskaitos turi būti suderintos su bendromis sąskaitomis, o vieno GD buvo pareikalauta peržiūrėti apskaičiavimus. Nors dedama daug pastangų, atsižvelgiant į užduočių apimtis, į tai, kad tarnybos yra nepakankamai susipažinusios su naujos apskaitos sistemos procedūromis, ir į tai, kad kvalifikuotų ir parengtų darbuotojų yra nedaug, egzistuoja rizika, kad galutinėse ataskaitose vis dar liks nepastebėtų reikšmingų klaidų ir neatitikimų.
