3. If a registrant submits parts of the registration on behalf of one or more other registrants, as provided for in Articles 11 or 19, any of the other registrants may manufacture the substance in the Community or import it only after the expiry of the time-limit laid down in paragraph 1 or 2 of this Article and provided that there is no indication to the contrary from the Agency in respect of the registration of the registrant acting on behalf of the others and his own registration.

3. Jekk reġistrant jippreżenta xi partijiet tar-reġistrazzjoni għan-nom ta'wieħed jew iżjed reġistranti oħra, kif previst fl-Artikoli 11 jew 19, kwalunkwe wieħed minn dawk ir-reġistranti oħrajn jista'jiffabbrika s-sustanza fil-Komunità jew jimportawha biss wara li jiskadi l-limitu ta'żmien stabbilit fil-paragrafu 1 jew 2 ta'dan l-Artikolu u sakemm ma jkunx hemm indikazzjoni għall-kuntrarju mill-Aġenzija fir-rigward tar-reġistrazzjoni tar-reġistrant li jaġixxi għan-nom ta'oħrajn u fir-rigward tar-reġistrazzjoni tiegħu stess.
