Georgian government is ready to be actively involved in Institution building programme and use this instrument for the implementation of further successful reforms in Georgia. Following to the EC request, Georgian Government has already nominated the National Coordinator (Mr. Giorgi Baramidze, Vice Prime-Minister, State Minister for European and Euro-Atlantic Integration of Georgia) and the structure responsible for the implementation of the CIB programme in Georgia. In addition the GoG has also requested EC support in organizing a launching seminar for the Georgian line Ministries aiming at introduction of CIBP programme objectives, priorities and implementation procedures.

Грузинское правительство готово принять активное участие в программе институционального строительства и использовать этот инструмент для осуществления дальнейших успешных реформ в Грузии. В соответствии с просьбой ЕС, грузинское правительство уже назначело Национальным координатором (Г-н Гиорги Барамидзе, вице-премьера, государственного министра по вопросам европейской и евро-атлантической интеграции Грузии), а также структурой, ответственной за осуществление программы CIB в Грузии . Кроме того, GoG также просила ЕК поддержку в организации семинара для начала грузинского министерства направленных на внедрение CIBP программных целей, приоритетов и осуществлении процедур.

(44) The authorities with responsibility for regulatory oversight of Kirghizstan have shown an insufficient ability to implement and enforce the relevant safety standards with regard to Phoenix Aviation. While Phoenix Aviation’s Air Operator’s Certificate was issued by Kyrgyzstan, there is evidence showing s that the airline has its principal place of business in the United Arab Emirates (UAE), contrary to the requirements of Annex 6 to the Chicago Convention. The US National Transportation Safety Board’s Factual Report [11] into an accident involving Kam Air flight 904, which was operated by Phoenix Aviation, states that Phoenix Aviation has its headquarters in the UAE.

Financing memoranda between the Government of Georgia and the EC have been signed. Assistance will be implemented through the Municipal Development Fund (MDF) and will follow up the priorities envisaged by the Phase II of the IDPs support programme.

5-th phase of the South Caucasus Anti-Drug Programme (SCAD 5) which was implemented by UNDP and financed by EU has been accomplished on 31-th of August 2009. The project aimed at gradual adoption of the EU practices in the field of drug policies by the beneficiary authorities. As a result, State Drug Policy Council functioning within the Ministry of Labor, Health and Social Protection elaborated the State Anti-Drug Strategy document accompanied by the corresponding action plan. The main strategic directions of the plan were adopted by the resolution of the Parliament of Georgia. The resolution outlined the following priorities for national anti drug strategy: 1) Drug Demand Reduction, including prevention (i.e. information campaign), treatment and rehabilitation (2), Drug Supply Reduction (3), Drug-Related Harm Reduction (4) and Education of Relevant Professionals.

Проект, направленный на постепенное внедрение практики ЕС в области политики в отношении наркотиков бенефициаром властей. В результате государство наркополитике Совет действует в составе Министерства труда, здравоохранения и социальной защиты разработало государством стратегии борьбы с наркотиками Документ сопровождается соответствующим планом действий. Основными направлениями стратегического плана были приняты постановления парламента Грузии. В резолюции изложены следующие приоритеты для национальной стратегии борьбы с наркотиками анти: 1) Снижение спроса на наркотики, включая профилактику (т.е. информация о кампании), лечение и реабилитация (2), сокращение предложения наркотиков (3), связанные с наркотиками снижения вреда (4) и образование соответствующих специалистов.
