3.1.5 The Congress Party has always been supportive of civil society, and the Congress-led coalition government in New Delhi is likely to attach greater importance to its activities than its predecessor. Shortly after it was set up, the new Government held consultations with civil society organisations, to get their response to its Common Minimum Programme (CMP). It has set up a National Advisory Council (NAC), chaired by Mrs. Sonia Gandhi, leader of the Congress Party, which should be seen in this light. A leading Congress Party member who was associated with the creation of the NAC, noted that it "would be the interface of the United Progressive Alliance (UPA) government with civil society; it will bring in fresh thinking into planning that otherwise is not associated with the government" [3]. The NAC, whose 12 members were nominated by Prime Minister Manmohan Singh, is expected to advise him on how the Alliance's Common Minimum Programme should be implemented. While advisors to governments are often retired civil servants or diplomats, half the members of the NAC are hands-on public workers from the non-governmental sector [4]. Mrs Sonia Gandhi would like to give priority initially to agriculture, education, health and employment.

Krátko po svojom ustanovení nová vláda konzultovala organizácie občianskej spoločnosti, aby sa od nich dozvedela, ako reagujú na Program spoločného minima (PSM). Zriadila Národný poradný výbor (NPV), ktorému predsedá pani Sonia Gandhiová, líderka Kongresovej strany, na ktorý je potrebné sa pozerať z tohto hľadiska. Vedúci člen Kongresovej strany, ktorý bol pri vytváraní NPV, uviedol, že výbor bude "styčnou plochou vlády Zjednotenej – pokrokovej aliancie (ZPA) a občianskej spoločnosti, prinesie nové myslenie do plánovania, ktoré inak nemá spojenie s vládou" [3]. Od poradného výboru NAC, ktorého 12 členov menoval prvý minister Monmohan Singh sa očakáva, že poskytne rady ohľadom realizácie Programu spoločného minima aliancie. Kým vládni poradcovia sú často verejní činitelia alebo diplomati na dôchodku, polovica členov poradného výboru NAC sú praktickí verejní činitelia z mimovládneho sektora [4]. Pani Sonia Gandhiová by na začiatku chcela dať prioritu poľnohospodárstvu, školstvu, zdravotníctvu a zamestnanosti.
