a) Rahaston hoitajien avoin kilpailuttaminen. (a) Open tender for managers. A transparent, non-discriminatory open tender for the choice of the managers or management company ensuring the best combination of quality and value for money will be considered positively, as it will limit the cost (and possibly aid) level at the minimum necessary and will also minimise distortion of competition.

6. Asianomaisen jäsenvaltion tai asianomaisten jäsenvaltioiden on tarkastettava ohjelmien asianmukaisuus ja se, että ohjelmat ja ehdotetut toimeenpanoelimet ovat yhteisön lainsäädännön ja vastaavien eritelmien mukaiset. The Member State(s) concerned shall check the suitability of the programmes and the compliance of the programmes and the proposed implementing bodies with Community rules and with their own specifications. Kunkin tukiohjelman täytäntöönpanossa on varmistettava, että AKT-valtioiden taloudelliset toimijat saavat mahdollisimman laajasti ja avoimesti mahdollisuuden käyttää ohjelman varoja, ja että hankintamenettelyt ovat kyseisen valtion hallinnollisten ja kaupallisten käytäntöjen mukaisia. Samalla on varmistettava tuontitavaroiden paras mahdollinen hinta-laatusuhde ja tarvittava johdonmukaisuus rakennesopeutuksen tukimenettelyissä saavutetun kansainvälisen kehityksen kanssa.

The implementation of each support programme shall ensure that the eligibility of ACP economic operators for access to the resources of the programme is as wide and transparent as possible and that the procurement procedures accord with the administrative and commercial practices in the State concerned, while ensuring the best possible price/quality ratio on imported goods and the necessary consistency with the progress achieved internationally for harmonising the procedures for supporting structural adjustment.
