Si des agents étudiants sont de service à un port d'entrée et soupçonnent une personne de se livrer à une activité criminelle, qu'il s'agisse d'un ravisseur d'enfant, d'un kidnappeur, d'un contrebandier ou d'un conducteur en état d'ébriété, ils ne peuvent rien faire pour arrêter ou détenir cette personne.

If student agents are on duty at a particular port of entry and find somebody who may be suspected of criminal activity, a suspected child abductor, kidnapper, smuggler of contraband or an impaired driver, they can do nothing to arrest or detain those people.

Je voudrais aborder deux points que je considère très intéressants et constructifs: à savoir la demande d' une séance extraordinaire du Conseil européen sur le thème de la protection de l' enfant et à l' invitation de créer un centre européen de l' enfant qui aurait également la tâche importante de produire et de gérer, en collaboration avec les autorités nationales et Europol, un fichier regroupant les enfants disparus et les kidnappeurs condamnés.

I should like to mention two more points that I consider very interesting and constructive, namely the call for a special meeting of the European Council devoted to child protection policy and the suggestion for the creation of a European centre for children, one of the principal tasks of which would be to compile and maintain a database on missing children and convicted child abductors, in cooperation with the national authorities and Europol.
