RECOGNIZING the prime responsibilities of the Antarctic Treaty Consultative Parties for the protection and preservation of the Antarctic environment and, in particular, their responsibilities under Article IX, paragraph 1 (f) of the Antarctic Treaty in respect of the preservation and conservation of living resources in Antarctica;

1. The Contracting Parties which are not Parties to the Antarctic Treaty acknowledge the special obligations and responsibilities of the Antarctic Treaty Consultative Parties for the protection and preservation of the environment of the Antarctic Treaty area.

CONSIDERANT QUE LE PRESENT REGLEMENT NE FAIT PAS OBSTACLE A L'APPLICATION PAR LES ETATS MEMBRES DES INTERDICTIONS OU RESTRICTIONS D'IMPORTATION OU D'EXPORTATION JUSTIFIEES PAR DES RAISONS DE MORALITE PUBLIQUE, D'ORDRE PUBLIC, DE SECURITE PUBLIQUE, DE PROTECTION DE LA SANTE ET DE LA VIE DES PERSONNES ET DES ANIMAUX OU DE PRESERVATION DES VEGETAUX, DE PROTECTION DES TRESORS NATIONAUX AYANT UNE VALEUR ARTISTIQUE, HISTORIQUE OU ARCHEOLOGIQUE OU DE PROTECTION DE LA PROPRIETE INDUSTRIELLE OU COMMERCIALE;

WHEREAS THIS REGULATION DOES NOT PRECLUDE THE APPLICATION BY MEMBER STATES OF IMPORT OR EXPORT PROHIBITIONS OR RESTRICTIONS WHICH ARE JUSTIFIED ON GROUNDS OF PUBLIC MORALITY, PUBLIC POLICY OR PUBLIC SECURITY, PROTECTION OF HEALTH AND LIFE OF HUMANS, ANIMALS OR PLANTS, PROTECTION OF NATIONAL TREASURES POSSESSING ARTISTIC, HISTORICAL OR ARCHAEOLOGICAL VALUE OR PROTECTION OF INDUSTRIAL OR COMMERCIAL PROPERTY;

THE CONTRACTING PARTIES,RECOGNIZING the importance of safeguarding the environment and protecting the integrity of the ecosystem of the seas surrounding Antarctica;

Schemes have also included the improvement of the methods and tools used by heritage workers in Europe, especially those developed by the International Institute for the Preservation of Cultural Heritage in Rome, and the further training of workers and specialist craftspeople in the area of restoration, an area we have tried to develop through our education programmes, precisely in order to establish a supply of specialists capable of assisting with various ongoing restoration projects.

CONSIDERANT QUE LA PRESERVATION, LE MAINTIEN OU LE RETABLISSEMENT D'UNE DIVERSITE ET D'UNE SUPERFICIE SUFFISANTES D'HABITATS SONT INDISPENSABLES A LA CONSERVATION DE TOUTES LES ESPECES D'OISEAUX; QUE CERTAINES ESPECES D'OISEAUX DOIVENT FAIRE L'OBJET DE MESURES DE CONSERVATION SPECIALE CONCERNANT LEUR HABITAT AFIN D'ASSURER LEUR SURVIE ET LEUR REPRODUCTION DANS LEUR AIRE DE DISTRIBUTION; QUE CES MESURES DOIVENT EGALEMENT TENIR COMPTE DES ESPECES MIGRATRICES ET ETRE COORDONNEES EN VUE DE LA CONSTITUTION D'UN RESEAU COHERENT;

1. IN RESPECT OF THE HUNTING, CAPTURE OR KILLING OF BIRDS UNDER THIS DIRECTIVE, MEMBER STATES SHALL PROHIBIT THE USE OF ALL MEANS, ARRANGEMENTS OR METHODS USED FOR THE LARGE-SCALE OR NON-SELECTIVE CAPTURE OR KILLING OF BIRDS OR CAPABLE OF CAUSING THE LOCAL DISAPPEARANCE OF A SPECIES, IN PARTICULAR THE USE OF THOSE LISTED IN ANNEX IV (A) .2. MOREOVER, MEMBER STATES SHALL PROHIBIT ANY HUNTING FROM THE MODES OF TRANSPORT AND UNDER THE CONDITIONS MENTIONED IN ANNEX IV (B) .
