L'Observatoire dispose du réseau européen d'information sur les drogues et les toxicomanies (Reitox), qui est composé d'un point focal par État membre. La désignation des points focaux nationaux relève de la compétence exclusive des États concernés. L'Observatoire s'appuie principalement sur les données fournies par les points focaux nationaux.

The Centre has at its disposal the European Information Network on Drugs and Drug Addiction (Reitox), which consists of one focal point for each Member State. The designation of the national focal points is of the exclusive responsibility of the countries concerned. The Centre works primarily on the basis of data supplied by the national focal points.

It also includes the rapid response tasks of the national focal points, the preparation and follow-up to their meetings, as well as evaluation of results.

Le réseau européen est constitué de points focaux nationaux qui constituent l'interface entre les États participants et l'Observatoire. Ces points focaux nationaux ont pour mission de rassembler et d'analyser l'information à l'échelon national, à partir des orientations adoptées par l'Observatoire. Les points focaux reçoivent également une subvention annuelle de l'UE pour leur travail, dans le cadre d'une "Convention de subvention à l'action".

The European Information Network consists of national focal points which form an interface between the participating countries and the Centre. The focal points would collect and analyse information at national level in accordance with guidelines issued by the Centre. Each focal point would also receive an annual grant from the EU for its work, which would be regulated through a "grant agreement for action".

L'Allemagne a apporté son soutien et sa contribution à une conférence régionale des États membres de la Ligue arabe organisée sous l'égide de l'ONU à Alger en avril 2005 et consacrée à l'examen de la mise en oeuvre du Programme d'action par ces États. L'Allemagne a en outre aidé le Point focal régional de la Ligue arabe — par ses conseils et une contribution financière — à organiser, en décembre 2005, la première réunion des points focaux nationaux arabes.

Germany supported and contributed to a UN Regional Conference of States members of the Arab League to review their implementation of the Program of Action in April 2005 in Algiers. Furthermore, Germany supported the Arab League's regional focal point which organized — with German advice and financial contribution — the first meeting of Arab national focal points in December 2005.
