Die Kommission unternimmt diesbezüglich bereits Maßnahmen: Eine klar präzisierte Informations-und Berichtsstruktur und ein gemeinsamer Berichtsrahmen, die im Frühjahr 2005 geschaffen wurden und insbesondere die Bewertung (Rating) von Bemerkungen und Empfehlungen der Rechnungsprüfung (Audit) umfassen, sind wichtige Schritte zur Stärkung der Wirksamkeit der internen Auditfunktion für die gesamte Kommission. Die Arbeitsprogramme des Internen Auditdienstes (IAS) und der Internen Auditstellen (IAC) werden zur Vermeidung von Überschneidungen miteinander koordiniert, und diese Koordinierung der Auditplanung wird für den nächsten Programmzeitraum noch verstärkt. Auch haben schon gemeinsame IAS-und IAC-Audits stattgefunden.

The Commission is already taking action in this regard: a clarified information and reporting structure and a common reporting framework, established in Spring 2005, in particular covering the rating of audit observations and recommendations, are important steps in enhancing the effectiveness of the internal audit function for the Commission overall. The work programmes of the Internal Audit service (IAS) and Internal Audit Capacities (IACs) are being coordinated in order to avoid overlaps and this coordination of audit planning will be reinforced for the next programme period. There have been joint IAS and IACs audits.

Dieser Bericht informiert die Entlastungsbehörde über die Tätigkeit des internen Auditdienstes der Kommission (IAS) im Jahr 2005, gemäß Artikel 86 Absatz 4 der Haushaltsordnung (HHO). Er basiert auf dem Bericht des Interne Auditdienstes nach Artikel 86 Absatz 3 der HHO über die wichtigsten Feststellungen seiner Prüftätigkeit und, in Übereinstimmung mit den Normen des Berufsstandes, über „wesentliche Risikopotenziale, Fragen der Kontrollen, der Führung und Überwachung...“[1]. Der vorliegende Bericht betrifft die Audit-und Beratungstätigkeit des IAS im Jahr 2005 und bezieht die Ergebnisse der halbjährlichen Berichte des IAS über die Arbeit der Internen Auditstellen (IAC) der Generaldirektionen ein. Nicht berücksichtigt ist die Audittätigkeit des IAS für die Agenturen der Gemeinschaft[2].

This report informs the Discharge Authority about the work carried out by the Commission's Internal Audit Service (IAS) in 2005, in accordance with Article 86.4 of the Financial Regulation (FR). It is based on the report of the Internal Audit Service (IAS) according to Article 86(3) FR on key audit findings and, in accordance with professional standards, on "significant risk exposures and control issues, corporate governance issues..."[1]. The present report is based on IAS audit work and consulting activities in 2005. It also draws on the work of the DGs'Internal Audit Capabilities (IACs), via the IAS'twice yearly reports on IAC work. The report does not cover the IAS audit work for the Community Agencies[2].

Danach ist Folgendes beabsichtigt: Das Unternehmen International Automotive Components Group LLC, ("IAC", USA), das von WL Ross%amp% Co kontrolliert wird, erwirbt im Sinne von Artikel 3 Absatz 1 Buchstabe b der Verordnung des Rates die Kontrolle über das Unternehmen Lear Corporation's European Interior System Division ("LEI"), das der Lear Gruppe, USA, angehört, durch den Erwerb von Vermögenswerten.
