Ich halte es auch nicht für so gut, dass keine direkte Projektfinanzierung, sondern auch hier wieder Programmfinanzierung vorgesehen ist, und ich begründe das wie folgt: Brüssel wird damit einmal mehr für den Bürger nicht mehr greifbar.

I also find it less than satisfactory that there is no provision for direct project funding and that programme-based funding has again emerged as the preferred option. The reason for my disapproval is that it removes yet another link that might enable the people of Europe to identify in some way with Brussels.

(5) Um die finanzielle Abwicklung der Entwicklungsprogramme für den ländlichen Raum zu erleichtern, sollten die geltenden Vorschriften für finanzielle Änderungen der Maßnahmen dahin gehend gelockert werden, dass nur Änderungen, die zu erheblichen Veränderungen der Programmfinanzierung führen, dem Verwaltungsausschussverfahren unterliegen.

(5) To facilitate the financial administration of rural development programmes, the conditions for amending the financing of measures should be relaxed so that only substantial amendments to the financing of programmes are subject to the management committee procedure.

( PT) Ich beglückwünsche Frau Gröner zu dem ausgezeichneten Bericht, den sie über den Vorschlag für einen Beschluss des Europäischen Parlaments und des Rates über die Durchführung der zweiten Phase( 2004-2008) des Aktionsprogramms der Gemeinschaft zur Verhütung von Gewalt gegen Kinder, Jugendliche und Frauen sowie zum Schutz von Opfern und gefährdeten Gruppen( Programm DAPHNE) verfasst hat. Der Bericht hat meine uneingeschränkte Unterstützung, insbesondere zur notwendigen Aufstockung der Programmfinanzierung.

( PT) I congratulate Mrs Gröner on the excellent report she has drawn up on the proposal for a European Parliament and Council decision establishing a second phase of a Community action programme to prevent violence against children, adolescents and women, and to protect victims and at-risk groups( the Daphne II programme, 2004-2008), which I fully support, in particular with regard to the need to provide the programme with greater funding.

1.5 weist insbesondere auf die zentrale Rolle der lokalen und regionalen Akteure hin, tragen sie doch eine große Verantwortung bei der Aufnahme von Personen, die internationalen Schutz benötigen, sowie bei der Umsetzung integrationsfördernder Maßnahmen; bedauert daher, dass die Kommission in ihrem Vorschlag keine breite Abstimmung mit den lokalen und regionalen Gebietskörperschaften bei der Planung der Programmausführung und der Entscheidung über die Programmfinanzierung vorgesehen hat; der Vorschlag stellt nicht sicher, dass die lokalen und regionalen Akteure an der Entwicklung bewährter Verfahren für Gemeinschaftsmaßnahmen teilhaben können;

1.5 draws particular attention to the key role of local and regional players as regards the responsibility they bear in the reception of persons in need of international protection and in actions promoting integration; consequently regrets that the European Commission's proposal does not provide for sufficiently wide consultation of local and regional authorities in planning the implementation of the programme and taking decisions on its funding. The proposal does not do enough to ensure that local and regional players have an opportunity to participate in developing good practice in connection with Community actions;
