(4) Der leitende Saatgutanalytiker gemäß Absatz 2 Unterabsatz 1 und die Saatgutanalytiker gemäß Absatz 2 Unterabsatz 2 sind gegenüber der zuständigen Saatgutanerkennungsstelle wie amtliche Analytiker verantwortlich.

4. In respect of their responsibilities vis-à-vis the competent seed certification authority, the seed analysts referred to in the first and second subparagraphs of paragraph 2 shall be assimilated to corresponding official analysts.

Die Saatgutanalytiker des Laboratoriums müssen die erforderlichen Fachkenntnisse in Ausbildungslehrgängen unter den für die amtlichen Analytiker der Anerkennungsstelle geltenden Bedingungen erworben und in amtlichen Prüfungen nachgewiesen haben.

Its seed analysts shall have the necessary technical qualifications obtained in training courses organised under conditions applicable to official seed analysts and confirmed by official examinations.

(2) Die Laboratorien müssen von einem Saatgutanalytiker geleitet werden, der direkt für die technischen Aufgaben des Laboratoriums verantwortlich ist und über die notwendige Befähigung für die Leitung eines Untersuchungslaboratoriums für Saatgut verfügen muß.

2. The laboratory shall have a seed analyst-in-charge who has direct responsibility for the technical operations of the laboratory and has the necessary qualifications for technical management of a seed testing laboratory.

(2) Gemäß diesen Vorschriften kann Saatgut grundsätzlich nach den OECD-Regeln für die sortenmäßige Anerkennung von Saatgut, das für den internationalen Handel bestimmt ist, amtlich zertifiziert und können Saatgutpackungen gemäß diesen Regeln amtlich verschlossen werden. Die Vorschriften sehen auch die Stichprobennahme und Prüfung des Saatguts gemäß den Verfahren der Internationalen Vereinigung für Saatgutprüfung (ISTA) oder gegebenenfalls den Vorschriften des Verbands der amtlichen Saatgutanalytiker (AOSA) vor.

(2) Those rules provide in principle that seed may be officially certified and seed packages officially closed in accordance with the OECD Schemes for the Varietal Certification of Seed moving in International Trade. The rules also provide for seed sampling and testing in accordance with the methods of the International Seed Testing Association (ISTA), or where appropriate, in accordance with the rules of the Association of Official Seed Analysts (AOSA).
