(2) Diese Bestimmungen müssen Teil eines kohärenten und transparenten Rahmens sein, der den Zielen und Besonderheiten der in Anhang III des Sechsten Rahmenprogramms beschriebenen Instrumente in vollem Umfang Rechnung trägt, damit eine optimale Umsetzung gewährleistet ist, wobei zu berücksichtigen ist, dass der Zugang der Teilnehmer durch vereinfachte Verfahren erleichtert werden muss. Dies gilt besonders für kleine und mittlere Unternehmen (KMU) aufgrund der Teilnahme von Unternehmensgruppierungen.

(2) Those provisions should fit into a coherent and transparent framework which takes full account of the objectives and characteristics of the instruments defined in Annex III to the Sixth Framework Programme in order to guarantee the most efficient implementation possible, taking into account the need for easy access of participants through simplified procedures. This will especially be the case for small or medium-sized enterprises (SMEs), owing to the participation of enterprise groupings.

(4) Kenntnisse, die bei Arbeiten im Rahmen von Kooperations-oder Kollektivforschungsprojekten erworben werden, sind gemeinsames Eigentum der KMU oder der Unternehmensgruppierungen, die insbesondere in der Konsortialvereinbarung die Verteilung der Eigentumsrechte an den Kenntnissen und die Einzelheiten der Ausübung dieser Rechte in Übereinstimmung mit dieser Verordnung und dem Vertrag regeln.

4. Knowledge arising from work carried out under cooperative or collective research projects shall be the joint property of the SMEs or the enterprise groupings, which shall agree on the allocation and the terms of exercising the ownership of the knowledge in particular in the consortium agreement in accordance with the provisions of this Regulation and of the contract.

Über Strukturen, die in vielen Mitgliedstaaten vorhanden sind, soll diese Maßnahme Unternehmensgruppierungen die Möglichkeit geben, den gemeinsamen Forschungsbedarf einer Vielzahl von KMU auf europäischer Ebene zu ermitteln und zu formulieren.

Collective research is a form of research undertaken by RTD performers on behalf of industrial associations or industry groupings in order to expand the knowledge base of large communities of SMEs and thus improve their general standard of competitiveness.
