Der Stoff mit dem Handelsnamen DBBT ist ebenfalls ein neuer Stoff; er wurde am 16. Februar 1988 in Übereinstimmung mit der Richtlinie 79/831/EWG notifiziert und darf deshalb in der ganzen Gemeinschaft in den Verkehr gebracht werden. Dieser Stoff als solcher oder in Zubereitungen ist zur Verwendung als Hydraulikfluid in Kohlebergwerken bestimmt. Eine von einem Mitgliedstaat erteilt vorläufige amtliche Zulassung ist in der Zwischenzeit abgelaufen. Dieser Einsatz kann zu einer signifikanten Kontaminierung der Umwelt führen. Wegen der Ökotoxizität, Persistenz und des Bioakkumulationspontentials dieses Stoffes stellt er eine potentiell hohe Gefahr für die Umwelt dar. Einschränkende Maßnahmen sollten ergriffen werden, bevor dieser Stoff auf dem Markt der Gemeinschaft eingeführt ist.

considerando che la sostanza recante il nome commerciale DBBT essendo parimenti una sostanza nuova, è stata notificata il 16 febbraio 1988 conformemente alla direttiva 79/831/CEE e che di conseguenza può essere immessa sul mercato nella Comunità; che detta sostanza è destinata ad essere usata da sola o in preparati come fluido idraulico nelle miniere di carbone; che nel frattempo è scaduta un'autorizzazione ufficiale temporanea accordata in uno Stato membro; che tale uso rende possibile un significativo inquinamento dell'ambiente; che, a causa della sua ecotossicità, persistenza e possibilità di bioaccumulazione, tale sostanza costituisce un grave rischio potenziale per l'ambiente; che devono essere introdotte misure restrittive prima che detta sostanza si affermi sul mercato comunitario;
