To summarise, the Community is not prepared to give its consent to a resumption of commercial trading in ivory until such time as appropriate mechanisms are in place to prevent the more widespread illegal killing of elephants, and it thus calls on all range states of elephants to engage in constructive dialogue and to cooperate in maintaining stocks of elephants and in their sustainable management.

Since this has yet to be considered by the Council, I should like to ask it to take account of the fact that the panel of experts set up to review CITES has given its opinion on the elephant populations in Botswana, Namibia and Zimbabwe, which states that these are not under threat and are increasing, and in the case of one of these countries, the panel has said that it is very probable that the proposal will have a positive effect on elephant conservation and community conservation and development programmes in the country.

4. accoglie favorevolmente le proposte del Kenya di stabilire una moratoria di 20 anni per tutto il commercio d'avorio, proposte che hanno avuto il sostegno, tra l'altro, di 12 Stati dell'Africa centrale e occidentale appartenenti all'Elephant Range, e che consentirebbero alla comunità internazionale di spostare il fulcro del dibattito dal commercio d'avorio alle reali minacce che gravano sugli elefanti, sul loro habitat e sui mezzi di sussistenza delle popolazioni; esorta la Commissione e gli Stati membri a sostenere tali proposte;

Welcomes the proposals by Kenya to establish a 20-year moratorium on all ivory trade, supported inter alia by 12 Central and West African Elephant Range States, which would allow the international community to change the focus of the debate from the ivory trade to the real threats to elephants, their habitats and people's livelihoods; urges the Commission and the Member States to support these proposals;
