Per l'applicazione del modello MPE la Humboldt Universität di Berlino ha sviluppato un software disponibile gratuitamente.

For application of the MPE model, a special computer software was developed at the Humboldt University (Berlin), which can be obtained free of charge.

Sarebbe forse opportuno, in questo contesto, citare il nome di un illuminista europeo, il naturalista tedesco Alexander von Humboldt che proprio duecento anni fa si avvicinò a queste terre americane e gettò le basi per la cooperazione tra i popoli e per la difesa dei diritti umani.

Firstly, the debate which has taken place as a result of the words of the German Foreign Minister at the Humboldt University, as a result of President Chirac ' s speech in Berlin, the speech by the British Prime Minister in Prague, and the articles by the Italian Prime Minister and by the Swedish Foreign Minister that appeared recently in the press. All of these stressed the intergovernmental aspect, rather than the Community aspect, of the CFSP.
