Il presente PPBR propone una riduzione di 2 500 milioni di euro in stanziamenti di pagamento per la rubrica 2. La giustificazione di questa riduzione indicata di seguito.

Il PPBR propone diminuzioni degli stanziamenti per il SAPARD dove si registra una consistente eccedenza di bilancio per gli otto ex paesi candidati e una sottoutilizzazione per la Romania e la Bulgaria:
