Deviņas Eiropas ieinteresētās organizācijas (FIA, ERF, ASECAP, ACEM, IRU, FEMA, EAPA, EUROBITUME un CORTE) 2006. gada 22. maijā kopīgi parakstīja un publiskoja kopīgu paziņojumu par atbalstu Eiropas Komisijas iniciatīvai par priekšlikumu šai direktīvai. Šīs organizācijas, kas pārstāv dažādas ieinteresēto personu kategorijas ar bieži pretējām un pretrunīgām interesēm, vienprātīgi atzinīgi novērtēja iniciatīvu un aicināja nekavējoties publicēt direktīvu, kas piedāvātu dalībvalstīm instrumentu kopumu drošības pārvaldības procedūrām.

On 22 May 2006, a collective statement of support of the initiative of the European Commission to propose this Directive has been co-signed and publicly released by nine European stakeholder organisations: FIA, ERF, ASECAP, ACEM, IRU, FEMA, EAPA, EUROBITUME and CORTE. These organisations, representing different categories of involved parties, whose interests are often opposite and contradictory, unanimously welcome the initiative and call for the swift release of a Directive offering Member States a toolkit of safety management procedures.

Turklāt FIA, kas pārstāv vairāk nekā 100 miljonus autobraucēju visā pasaulē un vairāk nekā 40 miljonus ES pilsoņu, aicināja Eiropas Komisiju veidot „tiesību aktus, kuru rezultātā strauji uzlabotos ceļu infrastruktūra”, uzsverot, ka „tikai ar pamatnostādnēm nepietiek, lai uz pusi samazinātu ceļu satiksmes negadījumos bojāgājušo skaitu līdz 2010. gadam”[8]. Šis lielākās ceļu lietotāju organizācijas nepārprotamais paziņojums norāda uz ceļu lietotāju vidū valdošo aizvien pieaugošo nepacietību par ceļu satiksmes drošības nepietiekamo attīstību.

In addition, the FIA, representing more than 100 million motorists worldwide and more than 40 million citizens in the European Union, called on the European Commission for “legislation to lead to a rapid improvement of road infrastructure”, stressing that “guidelines alone will not be enough to halve road deaths by 2010”[8]. This very clear statement from major road user organisations shows that there is growing impatience from the road user community at the lack of progress concerning safety of roads.

5.1 Pateicoties ieguldījumu kvalitātei, šis atklātās izskatīšanas process — ko apmeklēja pārstāvji no i) dažādām privātām organizācijām, kas pārstāv šoferu intereses, automobiļu industriju, ceļu drošības un negadījumu novēršanu un ii) AIT–FIA un TIS-PT valdes, kas ir kompānija, kas koordinē izpēti, kas minēta iepriekš [15] — kas notika 2004. gada 17. maijā, palīdzēja noskaidrot un izskaidrot dažādus jautājumus, kas saistīti ar šo atzinumu, atspoguļojot pilsoniskās sabiedrības galveno ieinteresēto pušu viedokļus.

5.1 Thanks to the quality of the contributions, this public hearing — attended by representatives of i) various private bodies representing the interests of drivers, the car industry, road safety and accident prevention and ii) the boards of the AIT–FIA and TIS-PT, which is the company coordinating the study referred to above [15] — held on 17 May 2004, helped to clarify and explain various points relevant to this opinion, reflecting the viewpoints of the main stakeholders in civil society.

(74) SIPS ierosina citus precīzākus jautājumus. Tā uzstājas pret valsts veikto CELF privatizāciju 1980. gadā, kura veikta, pateicoties glābšanas palīdzībai. SIPS uzskata, ka 1993. gadā CELF varēja izmantot otru privatizāciju, arī pateicoties Valsts palīdzībai, un ar Franču izdevniecību attīstības asociācijas (FIAA) starpniecību. SIPS nobeigumā atgādina CELF izmantotās priekšrocības, pateicoties tai uzticēto "sabiedrisko programmu vadībai", kā arī virkni citu priekšrocību, kas saistītas ar priviliģētām attiecībām, kuras šis uzņēmums uztur ar valsts varas iestādēm.

(74) SIDE raises other, more specific questions. It objects to a recapitalisation of CELF by the Government in 1980, which it considers tantamount to rescue aid. It believes that CELF was recapitalised a second time in 1993, also a State aid, through the Association pour le développement de l'édition française (ADEF). Finally, it mentions the advantages to CELF of being entrusted with the "management of public programmes", and a whole set of specific advantages linked to the firm's special relations with the public authorities.
