Where the shipowners do not agree with the statement submitted by the SFA, they may consult the scientific institutes competent for verifying catch statistics such as the IRD (Institut de Recherche pour le Développement), the IEO (Instituto Español de Oceanografia) and IPIMAR (Instituto de Investigação das Pescas e do Mar), and thereafter discuss together with the Seychelles authorities to establish the final statement before 15 May of the current year.

Sistēmas resursi palīdz saņēmējvalstīm uzlabot banānu nozares konkurētspēju un atbalstīt dažādību, ja banānu nozares konkurētspējā nav vērojama noturīga uzlabošanās.

In order to tackle the problems of competitiveness, the EC has put in place the Special Framework of Assistance (SFA) for traditional ACP banana suppliers. Set up in 1999 by Council Regulation (EC) No 856/1999[14] of 22 April 1999, the SFA seeks to assist traditional ACP banana suppliers in their adaptation to the changing market situation. The funds of the scheme are helping the beneficiary countries to improve the competitiveness of their banana sectors, and to support diversification where improvement in the competitiveness of the banana sector is not sustainable.

Attiecībā uz parāda dinamiku, pārskatītajā stabilitātes programmā ir informācija par krājumu un plūsmu korekcijas (SFA) avotiem un izveidošanos. 2004. gadā krājumu un plūsmu korekcijas varētu būt 2,9% no IKP. Tā kā ir iekļauti ieņēmumi no privatizācijas, sasniedzot 0,5 procentu punktus no IKP, parāda palielināšanas darbības dod 3,4 procentu punktus no IKP. As far as debt dynamics is concerned, the revised update of the stability programme provides information on the sources and developments of the stock-flow adjustment (SFA). Specifically, the SFA in 2004 would amount to around 2.9% of GDP. Since this includes privatisation proceeds amounting to 0.5 percentage points of GDP, the debt-increasing operations represent 3.4 percentage points of GDP. This figure encompasses an increase in deposits (1.5 pp), cash-accrual differences (1.4 pp), and increases in shares and other minor adjustments (0.5 pp). SFAs are projected on a downward path, from 1.9% of GDP in 2005, when privatisation proceeds would amount to 0.6 percentage point of GDP, to 0.9% of GDP in 2007, when privatisation proceeds are projected at a marginal 0.1% of GDP.
