4.13 Meta jiġi għat-Tariffa Doganali Komuni (TDK), il-Kumitat jinnota li r-Regolament riċenti 1789/2003 li jemeda r-Regolament 2658/87, u li daħal fis-seħħ fl-1 ta'Jannar 2004, huwa wkoll ir-riżultat ta'serje ta'kompromessi dwar il-livell tat-TDK. Dawn il-kompromessi jagħmlu l-implimentazzjoni diffiċli u kumplessa u konsegwentement jagħmlu l-frodi u l-evażjoni aktar faċli. It-taqsima "Artikoli ta'l-ħwejjeġ u aċċessorji tal-ħwejjeġ", indikati bil-kodiċi 61, 62 u 63 tinkludi 466 oġġett; minn dawn 398 jattiraw tariffa ta'12%, u t-68 l-oħra għandhom tariffi li jvarjaw minn eżenzjoni totali sa 2%, 4%, 5.3%, 6.2%, 6.3%, 6.5%, 6.9%, 7.2%, 7.5%, 7.6%, 7.7%, 8%, 8.9%, 10% u 10.5%. Kodiċi oħra: 64 (Żraben, getti u oġġetti simili), 65 (Ħwejjeġ tar-ras u partijiet minnhom), 66 (Umbrelel) u 67 (Rix u fjuri artifiċjali) għandhom tariffi ta'1.7%, 2.2%, 2.7%, 4.7%, 5%, 5.2%, 7% u 8%.

4.13 Turning to the Common Customs Tariff (CCT), the Committee notes that the recent Regulation 1789/2003 amending Regulation 2658/87, and which came into force on 1 January 2004, is also the result of a series of compromises over the level of the CCT. These compromises make implementation difficult and complex and consequently facilitate fraud and evasion. The heading "Articles of apparel and clothing accessories", indicated by codes 61, 62 and 63 includes 466 items; of these 398 attract a tariff of 12%, with the other 68 having tariffs ranging from complete exemption to 2%, 4%, 5.3%, 6.2%, 6.3%, 6.5%, 6.9%, 7.2%, 7.5%, 7.6%, 7.7%, 8%, 8.9%, 10% and 10.5%. Other codes: 64 (Footwear, gaiters and the like), 65 (Headgear and parts thereof), 66 (Umbrellas) and 67 (Feathers and artificial flowers) have tariffs of 1.7%, 2.2%, 2.7%, 4.7%, 5%, 5.2%, 7% and 8%.
