68. Propozycja Komisji jest niejasna co do tego, jaka stawka jednolita będzie stosowana do pokrycia pośrednich kosztów kwalifikowanych [tj. czy dana stawka jednolita odpowiada 20% stawce systemu pełnych kosztów z ryczałtem na koszty pośrednie (ang. Full Cost Flat Rate, FCF) stosowanego w szóstym programie ramowym lub 7% stawce ustanowionej rozporządzeniem finansowym jako standard]. Niejasne są również okoliczności, w których uczestnicy mogą wybrać system jednolitych stawek.

The Commission proposal is unclear as to what flat rate will be applied for the coverage of indirect eligible costs (i.e. whether this flat rate corresponds to the 20% rate on the Full Cost Flat Rate (FCF) model under the Sixth Framework Programme or the 7% rate established by the Financial Regulation as a default regime). It is also unclear about the circumstances under which participants may opt for such a flat-rate system.
